Okowa's family on self-isolation as daughter test positive to COVID-19

As the Delta State Government intensifies efforts at stemming the spread of COVID-19 in the state, it announced on Friday that one of the children of the Governor, Senator (Dr) Ifeanyi Okowa, has tested positive to the virus.

A statement by the Chief Press Secretary to the Governor, Mr Olisa Ifeajika, in Asaba, said, "consequently, the Governor and his family members will immediately commence self-isolation for 14 days".

"It is again pertinent to stress that COVID-19 is real, and citizens are advised to be disciplined and comply with the protocols of wearing Face Masks and maintaining physical-distancing while in public places as well as basic hygiene of hand-washing with soap in running water and use of alcohol-based sanitisers as NCDC regulation demands," Ifeajika added.

NAOC JV, Okowa Commissions Medical Centre in Delta State to support the effort against COVID-19

Delta State Governor Sen Ifeanyi Okowa, Nigerian Agip Oil Company (NAOC) and its Joint Venture Partners, Nigerian National Petroleum Corporation (NNPC) and Oando Oil Limited commissioned today a COVID-19 Temporary Medical Infrastructure in Asaba, Delta State. The facility was inaugurated at the present of Minister of State for Petroleum Resources, Chief Timipre Sylva, Group Managing Director of NNPC, Mele Kyari and representative of Vice Chairman and Managing Director of NAOC, Mr. Lorenzo Fiorillo.

The Medical Centre is part of the Oil and Gas Industry intervention implemented in various States across Nigeria in response to the outbreak of the pandemic, and it is aimed at providing a critical infrastructure to stem the spread of Covid-19 within Delta State and its environ. It consists of isolation blocks with a capacity of 70 beds and separate sections for male and female, confirmed and unconfirmed cases. It also features a block for the medical personnel. Others facilities at the Centre include Lounge/Waiting Rooms, Pharmacy, CCTV Room, X-Ray Room, Side Laboratory, Power Generating Set, amongst others.

NAOC and the entire Oil and Gas Industry in Nigeria have been actively collaborated with the government, in response to the Pandemic having realized that defeating the scourge at this critical period, would require the concerted, collective and sustainable effort of all stakeholders. The industry has implemented a set of initiatives and contributions, targeted at combating the spread of the virus and mitigating the impact on the people.

NAOC and its JV Partners have over the years carried out sustainable initiatives in its host communities through various human and socio-economic development programs, including access to quality healthcare. As part of the health interventions, NAOC JV has provided modern medical facilities and facilitated access to healthcare delivery in our various communities to engender the well-being of women, children, the elderly, men and the vulnerable groups directly benefitting from the medical services.

Between 2010 and 2018, NAOC and its JV partners have completed over 405 projects in the four states where it operates (Bayelsa, Delta, Imo, Rivers) including 74 school buildings, 35 health centres, 165 projects aimed to building roads/drains, 41 projects providing access to water and 90 social and cultural projects, thus contributing to improve the well-being and the quality of life of about 118 rural communities.

The Company also promotes access to affordable, reliable and sustainable energy in the Niger Delta by connecting about 300,000 beneficiaries to NAOC JV main facilities (around 39 MW power capacity); establishing off-grid systems for about 165,000 beneficiaries (around 12.5 MW power capacity) and connecting about 30,000 beneficiaries to the national grid.

Speaking in Asaba, Dr Genevieve Mordi said raping a woman attracts negative influences and curses to the rapist.

"It is sad to hear the spate of rape occurring in the country. The reports being heard about rape in Nigeria affects not only the victims but also places the country in negative light. These men by such evil acts, have permanently shut doors of breakthrough in their lives. Discipline of the mind should be taught in both religious and secular settings and should start at an early age, as early as 3 years.

This gender-based violence against women is severely frowned upon so much so, the United Nations has a Declaration on the Elimination of Violence against Women which was initiated in 1993. In 2014, the United Nations initiated the HeForShe campaign and one of its major objectives is, encouraging all genders, most especially males, to partake as agents of change and fight against negative behaviors such as rapes and stereotypes.

Every hand should be on deck to eliminate this violation of a woman’s fundamental rights. Victims of rape should be treated with care medically and emotionally; they should neither be blamed nor stigmatized."she said

Mr. Olisa Ifeajika, Chief Press Secretary to Gov. Ifeanyi Okowa of Delta, has debunked media reports that the governor has been appointed to lead National Economic Council (NEC) sub-committee on post-COVID-19 economic growth.

He said in a statement in Asaba on Monday that the report which had been circulating in the mainstream and social media and had attracted a myriad of inquiries and goodwill messages was untrue.

Ifeajika explained that NEC, headed by Vice-President Yemi Osinbajo, recently created a Sub-Committee chaired by Okowa, to liaise with the Presidential Task Force on COVID-19 on the modalities for lifting the national lockdown and re-opening the economy.

He pointed out that setting up of sub-committees to deal with pressing national issues such as COVID-19, was a routine of NEC, and therefore, not something deserving of media frenzy.

The CPS, however, stated that Gov. Okowa was mindful of the earnest desire of Nigerians for life to return to normal as quickly as possible, but that it had become necessary to set the record straight and correct the wrong impression the reports had created about the “appointment’’.

“The media and the public are please requested to take note of this clarification and take appropriate steps to stop the misinformation.

“The governor urges Nigerians to continue to pray for divine intervention to resolve the current health crisis, while also maintaining the necessary safety protocols and guidelines,’’ he said

The Delta state governor, Dr. Ifeanyi Okowa, has been applauded for using STEPpreneurs trained by the Delta state job creation office led by Prof Eric Eboh in producing one million face masks for Deltans against the spread of coronavirus pandemic in the state.

STEPpreneurs, who commended the Delta state governor, narrated how the production of face masks has helped them in providing food and shelters for their families. They expressed joy and happiness, saying the governor has giving them and their businesses a lifeline in lockdown.

Ogweze Ebele Mercy from Ogume in Ndokwa West noted that she has produced and delivered her face masks to the Delta state government. These are part of the facemasks that have been distributed by the governor to the people of the state. She said: "I am grateful to Governor Okowa and the job creation office for the privilege given to me in the production of face masks. This is one experience I will never forget in a hurry. I’m indeed grateful to the governor.

Also, other trainees who had successfully produced the face masks, like Ohagwa-Nkem Loveth, thanked the governor for sustaining the garment industry through the production of face masks. Other beneficiaries of the face masks production include Nwabueze Gabriella of Gabbystyle, and Nweke Faith of H&H Kreative World, Asaba.

A lot of others who were involved in the production expressed gratitude to the governor for giving them opportunity to be part of the production of the facemasks. According to Mrs Kevwe Agas who addressed newsmen shortly after the distribution, The government decision of reaching out to the Ex-lepers in this season is as a result of the coronavirus pandemic that has affected the society.

Alleged killing of 28-yr old: Delta Govt orders investigation, calls for calm

Delta State Government has called for an investigation into the alleged killing of a 28 year old Joseph Pessu in Warri on Thursday.

The State Commissioner for Information, Mr Charles Aniagwu in a statement in Asaba said government was worried about the report of an alleged killing of a 28-year old man in Warri by security agencies on regular patrol duty.

The Commissioner said the state government has sent a delegation to the deceased family to condole with them over the loss of their son.

He stated that the military authorities have been contacted to carry out an investigation into what led to the killing of the deceased.

He however called on the people to remain calm and not to take laws into their hands while the government conducts an investigation into the killing.

Mr Aniagwu thanked Deltans for their cooperation so far by remaining indoors and called for further cooperation with the State Government in the best interest of Deltans.

According to Ossai, Deltans are law abiding citizens and the State Government led by Governor Ifeanyi Okowa need to be commended for the measures put in place in avoiding the spread and fear of COVID-19.

STATE BROADCAST BY HIS EXCELLENCY, SENATOR, DR IFEANYI OKOWA, GOVERNOR OF DELTA STATE, ON TUESDAY, 31ST MARCH 2020 ON THE CORONAVIRUS PANDEMIC

My Dear Deltans,
I wish to make further pronouncements in our continuing efforts to prevent/contain the spread of the coronavirus disease in Delta State.
2. In the exercise of the powers conferred on me by the Delta State Public Health Law Cap P21 Laws of Delta State 2006, and in particular, section 8 of the Quarantine Act, Cap Q2 Laws of the Federation of Nigeria 2004, (having regard to the provisions of Sections 2,3 and 4 of the Quarantine Act, Cap Q2 Laws of the Federation of Nigeria 2004), and further pursuant to the Infections Diseases (Emergency Prevention) Regulation 2020 and other enabling Laws and powers in that regard, I hereby order as follows:
i) With effect from Wednesday, April 01, 2020, movement of people, goods and services into, within, and out of all parts of Delta State are hereby stopped;
ii) All residents of the State not on essential duty or providing essential services are to stay home till further notice;
iii) The prohibition of the gathering of persons in the State for conferences, meetings, religious worship, festivals, private events, public visits, burials, weddings, traditional marriages and other social events;
iv) The temporary closure of public places, such as event centres, bars, night clubs/lounges, cinemas, markets, supermarkets, malls, shops, restaurants/canteens;
v) There shall be no street football or any other sporting activities on the streets or neighbourhood during this emergency period;
vi) Foodstuff sellers are permitted to conduct their businesses within the precinct of their homes and will be monitored to ensure they adhere strictly to the social distancing rules;
vii) Markets for ONLY the sales of food items and water will be organized in designated Primary/Secondary Schools in each Local Government Area of the State; they will be coordinated and supervised by the Local Government Chairmen and their teams to ensure compliance with the rules on social distancing.
viii) Pursuant to the Infections Diseases (Emergency Prevention) Regulation 2020, it shall be an offence to inflate the prices of/or hoard food, drugs and other essential goods and services within the State during this period of emergency; Anybody found in contravention of this order may have such essential goods seized or forfeited to the State as stipulated in the Law.
EXEMPTIONS
ix) The restriction of movement does not apply to the following categories of persons:
Those involved in the transportation of essential supplies such as food, water, petroleum products, pharmaceutical products, medical/emergency supplies or other essential supplies as may be cleared by my office;
Security;
Healthcare (Pharmacies are to remain open);
WaterSupply;
FireService;
Power Supply;
Essential Departments of Media Houses
Essential Departments of Telecommunications companies.
x) Livestock farmers (poultry, piggery) and fish farmers are to be allowed into their farms;
xi) Banks are to remain open but only for skeletal services;
xii) All persons that fall under the category of exemption must carry valid identification tags to ensure easy identification and smooth passage as there will be increased security presence during this period;

STATE BROADCAST BY HIS EXCELLENCY, SENATOR, DR IFEANYI OKOWA, GOVERNOR OF DELTA STATE, ON THURSDAY, 26TH MARCH 2020 ON THE CORONAVIRUS PANDEMIC

My Dear Deltans,
This is the third time I am addressing you on the coronavirus pandemic.
2. As promised, we have continued to monitor and review developments concerning this global pandemic on a daily if not hourly basis. Although there has been no confirmed case in Delta, nevertheless, we deem it fit to take further measures to avert any outbreak or contain its spread if it occurs.
3. Consequently, after a meeting with the Central Committee on Managing/Containing the Coronavirus Pandemic headed by me, several far-reaching decisions were made, and I hereby order as follows:
Asaba airport is to close to traffic effective from Friday, March 27, 2020 by 6pm.

All land borders into and out of Delta are to be shut effective 6am, Sunday, March 29, 2020.
All businesses-malls, supermarkets, markets and shops -are to close from Wednesday, April 1, 2020.
All residents in the State are to stay at home from Wednesday, April 1, 2020.
Food sellers are to conduct their businesses within the precinct of their homes and are required to strictly adhere to the social distancing rules.
Deltans are advised that there will be increased security presence on the streets and land borders to ensure strict compliance with these directives.
These restrictions are for two weeks in the first instance but do not apply to persons providing essential services namely;
Security
Healthcare (Pharmacies are to remain open)
Water
Fire
Power
Essential Departments of Media Houses
Essential Departments of Telecommunications companies.
Officials of these agencies/companies must carry valid identification tags to ensure easy identification and smooth passage.
4. I urge all Deltans to adjust to the new normal and cooperate with the Government and law enforcement agencies. Drastic as these measures may seem, they are for our collective good. At the same time, we must keep on praying to God to save us from the seismic effects of this global pandemic.

Ossai who made this known on his Facebook page noted that everyone needs to contribute their quota to fight the spread and fear of Coronavirus.

” The Covid-19 pandemic is a reality with the increasing number of confirmed cases in Nigeria there is need for Politicians, Religious Leaders, royal fathers Businessmen, and well-meaning Nigerians to donate hand sanitizers and face mask to Nigerians.

As of today, there are countless Nigerians who can’t afford hand sanitizer and we have to provide them to stop the spread and fear of the coronavirus.

Enough of preaching every day by GovernmentGovernment, Religious Leaders.

This calls for action and together we can conquer the spread and fear Covid-19.

Our economy is being affected daily and we can’t be shouting stay at home, work from home when we are yet to provide free sanitizer to our people.

We have individuals who can afford to provide thousands of hand sanitizers to people out there.

Irrespective of the power of our finances, we can speak out by donating hand sanitizer and face mask to Nigerians .” He said while commending the Delta State Government for the steps taking to end the spread and fear of Coronavirus.

DELTA GOVERNMENT SETS UP 2020 BUDGET REVIEW COMMITTEE

Arising from the impact of global COVID-19 pandemic and the sharp drop in oil price leading to a global economic downturn and drastic reduction in the revenue profile of States, the Delta State Government has set up a Budget Review Team with mandate to urgently review the States 2020 budget in line with current realities.

The 7 – man Committee headed by the Honourable Commissioner, Ministry of Economic Planning, Dr. Barry Pere Gbe will among other things make appropriate recommendations to the Government on necessary measures to cushion any adverse effect of the economic decline in the State.

According to a release from the Office of the Secretary to the State Government, the current realities demands an immediate adjustment considering the commitment of the State Government to the implementation of the 2020 Budget.

The other members of the Committee which have a period of 4 weeks to submit her report include Honourable Commissioner for Finance, Sir. PRESS STATEMENT BY HIS EXCELLENCY, SENATOR, DR IFEANYI OKOWA, GOVERNOR OF DELTA STATE, TO THE PEOPLE OF DELTA STATE ON THE CORONAVIRUS PANDEMIC
Fellow Deltans,

As you are aware, the world is currently battling with the Coronavirus, (also known as COVID-19) pandemic. As at March 16 this year, cases of COVID-19 have been reported in 151 countries. In Nigeria, there have been 12 confirmed cases with one death recorded so far. There is yet no confirmed case of coronavirus in Delta State. However, we have taken the following proactive steps to prevent the spread of the disease and stop transmission if it occurs.
The State Government has already established a purpose-built and well-equipped isolation centre at the Federal Medical Centre in Asaba to handle any emergency.
We have embarked on training of healthcare personnel to work at the isolation ward.
Training and engagement of 129 Red Cross workers across the State is on-going
Identified and established holding rooms in all zonal and all state hospitals across the State
Training of five members of the Rapid Response Team in each Local Government Area.
Training of laboratory scientists on sample collection
Arrival cards to be completed by all in-bound passengers and crew in the two airports (Warri and Asaba) and three seaports (Warri, Koko, and Sapele).
All passengers arriving Asaba airport are already subject to temperature measurement
All incoming sea vessels to observe a 14-day quarantine period to be cleared by the Port health personnel before birthing in any seaport in Delta State.
We are also assisting in the local production of alcohol-based hand sanitisers
The Ministries of Health and Information have been mandated to intensify public enlightenment campaigns to inform and sensitize the public on safety protocols regarding COVID-19.
2. Fellow Deltans, while this Government will spare no effort or resources to ensure the health, safety and protection of citizens, it is important for us to know that observing proper hygiene and World Health Orgainsation-mandated safety protocols remain the best way to protect ourselves and stop the spread of this virus.
Some Important Facts About COVID-19
There is currently no cure for the disease.
The virus is believed to spread mainly by person-to-person contact.
It can be transmitted through handshakes.
It can also spread through coughing and sneezing by a carrier; the droplets can fall on the mouths and noses of people around, or possibly inhaled.
How to Protect Yourself
The best way to prevent this virus is to avoid being exposed to it.
Avoid close contact with people who are sick or appear to be sick.
Practise social distancing; avoid handshakes and hugs. Maintain about five feet distance when talking with people.
Wash your hands thoroughly with soap and water for 20 seconds after you leave the office, workshop, market, bus/taxi, motor parks, and public gathering of any sort. Do the same after blowing your nose, coughing or sneezing.
If water and soap are not readily available, use an alcohol-based sanitiser.
When you cough, cover your mouth with a clean, disposable tissue or with your bent elbow.
If you have cough or high temperature, stay away from others as much as possible.
Very importantly, avoid touching your nose, eyes and mouth with unwashed hands.
General Appeal
I want to appeal to all of us to remain calm and vigilant. We must not panic. We can easily overcome this threat if we abide by the above measures and all other information from the National Centre For Disease Control (NCDC).
We will easily defeat the spread of this virus if everyone sees himself/herself as a potential carrier who does not want to spread the virus. To adopt a superstitious approach as many of us do that ‘it is not my portion’ could prove to be fatal.
This is no time for self-medication. If you notice at any point in time that you have fever, do not hesitate to call on the relevant authorities/ or visit the nearest hospital.
3. Henceforth, I wish to direct as follows:
All primary, secondary and tertiary institutions are to be closed effective Thursdaysday, March 26, 2020 for 30 days.
Parents should endeavour to provide hand sanitizers for their children.
Hand wash stations must also be provided at easily identifiable points in the markets. The leaders of the various market associations to please take note.
Offices must ensure that they are fitted with the right type of sanitizers.
Supermarkets, malls, churches and other places of worship should provide hand sanitizers for customers/worshippers.
4. Finally, I wish to emphasize that we shall overcome this threat. We must take precaution, yes. But panic, CAPITAL NO! We are carefully monitoring developments around the country and the State and will update Deltans accordingly and, where necessary, take drastic actions.
I advise all Deltans to desist from publishing unverified information capable of causing panic and fear, especially on the social media. At this point, what we must fear most is the spread of false information not even the virus itself; infodemic is a greater danger than the pandemic. Deltans are, therefore, far advised to get information from ONLY official channels.

Speaking in Asaba, Dr Genevieve Mordi said Sex trafficking is something Deltans , Nigerians must talk about .

According to her, Everyday women, men or even children are forcefully involved in commercial sex acts

" From the statistics carried out, there are increase in sex trafficking in Nigeria and we all as people must come together with one voice to fight against sex trafficking.

Our women, men or even children are being deceived daily by agencies into sex trafficking on the promise of getting them job aboard

This act is barbaric and we must continually fight such agencies .

I am calling on Deltans , Nigerians to always report any suspected cases of sex trafficking to the National Agency for the Prohibition of Trafficking in Persons NAPTIP which help in preventing human trafficking from occurring and also protect victims of human trafficking, and prosecuting the offenders." She said.
