Can a multinational force operate in Nigeria without the express consent of the National Assembly?

The other time Nigerian soldiers did a "tactical maneuver" into Cameroon they were disarmed and then camped pending when they were released to return back. That Chad military or any other is allowed to operate freely inside Nigeria indicates the transformation that our military has undergone.
