The Fiscal Responsibility Commission (FRC) has successfully compelled various federal government agencies and arms of government to remit over N2 trillion into the Consolidated Revenue Fund (CRF) since 2007.

The disclosure was made on Tuesday, August 27, by the Executive Chairman of the Fiscal Responsibility Commission, Victor Muruako, during a one-day study visit of the Bauchi State Public Procurement Bureau to the commission’s headquarters in Abuja.

Muruako, who was represented by Muhammed Zailani, Director of Admin and Human Resource, noted that this achievement underscores the commission’s crucial role in promoting transparency, accountability, and prudent fiscal management within Nigeria’s public sector.

He elaborated on the commission’s enforcement of the Fiscal Responsibility Act (FRA) of 2007, which mandates certain federal agencies and arms to remit 80 percent of their operating surplus to the CRF.

“The Fiscal Responsibility Act (FRA) applies to the Federal Government, its agencies, and its arms, with varying degrees of obligations,” he said.

Muruako explained that while some obligations, such as the 80 percent operating surplus remittance, are specific to corporations listed in the Schedule to the FRA, 2007—those which have neither been privatized nor wound up—the Act’s provisions extend beyond these entities. However, the requirements and conditions for borrowing, as stipulated in Part X of the Act, apply to all agencies and corporations, regardless of their listing status.

Additionally, the Act governs other critical aspects of fiscal governance, including the Medium-Term Expenditure Framework (MTEF), budgetary processes, revenue generation, and expenditure management across the Federal Government and its agencies. Muruako emphasized that these regulatory frameworks are essential for maintaining a rule-based and transparent fiscal regime, in contrast to the previous culture of discretionary and profligate spending.

During the interaction with the Bauchi State Public Procurement Bureau, Muruako noted several key achievements of the FRC. Beyond the N2 trillion remittance into the CRF, the commission has played a pivotal role in reforming Nigeria’s budgetary process through the introduction of the MTEF.

This framework has facilitated public participation in budget preparation, enhancing transparency and ensuring that fiscal policies are aligned with long-term economic goals.

The FRC has also been instrumental in monitoring and evaluating the federal budget, publishing fund releases to the three tiers of government, and enforcing timelines for the auditing of federal accounts. Furthermore, the commission has provided technical assistance to state governments, leading to the establishment of Fiscal Responsibility Commissions in over 15 states across the country.

Muruako outlined the commission’s ongoing activities, which include federal government project verification, sub-national debt verification, and the monitoring and enforcement of operating surplus payments and internally generated revenue (IGR) from government agencies. The FRC also ensures compliance with public participation in the budget process and timely preparation and presentation of the MTEF. In addition, the commission undertakes fiscal and financial studies, analysis, and diagnosis to strengthen public finance management.

However, Muruako did not shy away from discussing the challenges faced by the commission. These include insufficient manpower, low budgetary provisions, inadequate office accommodation, and limited technical capacity. Poor staff remuneration also remains a significant hurdle, which has hindered the commission’s ability to attract and retain qualified personnel.

In his advice to the visiting members of the Bauchi State Public Procurement Bureau, Muruako urged them to prepare for the inevitable challenges that come with enforcing public procurement laws. He highlighted the entrenched culture of inefficiency and corruption in public procurement processes, noting that many politicians see procurement as an avenue to secure their “share” of government funds.

Muruako cautioned that the path ahead would not be easy, especially as those who initially supported reforms might later resist their implementation. However, he emphasized the importance of perseverance and the need to stand firm in promoting good public finance management, even in the face of opposition.

“Good public procurement processes and fiscal responsibility are central to sustainable economic growth, improved standards of living, good governance, increased transparency, and accountability,” Muruako stated.

He added that these principles are indispensable for fostering popular participation in government income and expenditure management, ensuring fiscal discipline, and promoting efficiency in the economy.

Nigerian National Petroleum Company Limited (NNPC Ltd) has commenced shipment of Liquefied Natural Gas (LNG) cargoes to Japan and China on a Delivered Ex-Ship (DES) basis.

It is in line with its strategic vision to be a dynamic and reliable global energy supplier of choice.

NNPCL Chief Corporate Communications Officer, Mr. Olufemi Soneye, disclosed this in a press statement on Monday, August 26.

The statement said NNPC Ltd achieved the milestone through the collaboration of two of its downstream subsidiaries – NNPC LNG Ltd and NNPC Shipping Ltd – which delivered its first DES LNG cargo from the 174,000m³ LNG vessel Grazyna Gesicka at Futtsu, Japan, on 27th June 2024.

NNPCL said since then, it has expanded its footprint to China with the delivery of one LNG cargo on a DES basis.

The state-owned company explained that delivered Ex-Ship (DES) is an international commercial term that requires the seller to deliver the products/goods at a specific port. The seller takes responsibility for the shipping and insurance for the products/goods until they get to the specified port of delivery. It requires expertise and a higher level of efficiency to execute than the Free on-Board (FOB) system.


NNPC Ltd has been involved in LNG trading since 2021 with its first LNG cargo sale in November of that year. It has since traded over 20 cargoes into the European and Asian markets on FOB basis.

Speaking on the development, the Executive President, Downstream, Mr. Dapo Segun, said: “The DES system, apart from being more financially rewarding, allows NNPC Ltd inroads into the downstream segment of the LNG sector and positions it to capture more market shares while building in-house capacity and ensuring that global customers are familiar with the NNPC Ltd brand”.

The collaboration between NNPC LNG Ltd and NNPC Shipping Ltd in executing the LNG supplies on a DES basis has strengthened the latter’s position as a world-class shipping provider in the LNG sector.

“NNPC Shipping intends to build a shipping portfolio (including owned vessels) so that we can provide our sister company and other clients all the shipping flexibilities they need”, Managing Director of NNPC Shipping, Panos Gliatis, enthused.

NNPC LNG Ltd, in collaboration with NNPC Shipping Ltd, is scheduled to deliver at least two more LNG cargoes to the Asian market on a DES basis by November. Many more orders are expected before the end of the year.

House of Representatives member for Isiala Mbano / Onuimo / Okigwe Federal Constituency, Hon Miriam Onuoha, said the oil and gas sector of the economy was too critical to be politicised.

Onuoha stated that while constructive criticism was necessary to strengthen the sector in the national interest, deploying propaganda and blackmail to score cheap political points was unhelpful, and worse, unpatriotic.

She was reacting to a statement by a former Vice President Atiku Abubakar asking the Federal Government to explain why Oando got accelerated approval in AGIP/ENI Purchase, wherein she was quoted to have moved a motion directing the suspension of OVH assets.


In a statement entitled: “THE ATIKU ABUBAKAR ALLEGATION ABOUT NNPC’S ACQUISITION OF OVH”, Onuoha said: “My attention has been drawn to a press release signed by one Phrank Shaibu, on behalf of former Vice President, Atiku Abubakar, titled: “Atiku to FG: Explain Why Oando Got Accelerated Approval in AGIP/ENI Purchase,” issued on August 25, 2024, wherein I was quoted to have moved a motion directing the suspension of OVH assets.

“The press release reads: “In July 2023, the House of Representatives, following the adoption of a motion moved by Miriam Onuoha, directed NNPC Ltd to suspend the acquisition of OVH assets pending an investigation by its committee.”

“For the record, on July 28, 2023, I sponsored a motion on the “Need to Investigate the Irregularities and Alleged Corruption in the Nigerian Energy Security Provider, NNPC Retail Limited and the Acquisition of OVH Energy Marketing,” in response to petition by staff members of NNPC Limited, who were unsure of their employment status following the acquisition of OVH by NNPC Limited, and subsequent relocation of NNPC Retail Limited to Lagos.


“Following this motion, an ad hoc Committee was set up by the House leadership, and to which I was named a member, to investigate the allegations.”

She stated further: “I would like to state that the Committee invited the Group CEO of NNPC, Mallam Mele Kyari, the Head of NNPC Retail Limited, and their management staff members, who appeared before the Committee where they gave reasons for the acquisition of OVH, as well as the procedures followed in the acquisition. They also rationalized the relocation to Lagos, which according to them, was to enable easy access to the market.

“From their submissions and the bills, it was obvious that members and management of NNPC Retail were constantly commuting to Abuja to engage in trade, which was not only expensive but was also resulting in loss of man-hour, among other challenges.


“Some staff members of NNPC Limited, who wrote and submitted the petition were also engaged by the Committee, and their fears were allayed on account of the detailed explanation by the NNPC management, and the Committee’s ability to ensure a transparent investigation.


“In the course of the investigation, the Committee undertook a tour of the NNPC Retail facilities in Lagos. The exercise showed that the facilities were in good condition.”

Onuoha continued: “I would like to take this opportunity to commend the management and leadership of NNPC Retail Limited, and indeed, the Group CEO of NNPC Limited, for his pragmatic leadership approach to transparent operations in the energy sector, and management of the NNPC Limited.


“In the course of the investigation, the Committee found that President Bola Tinubu had taken some commendable steps to reposition the oil and gas sector.

“The Committee also discovered that the NNPC Limited, under Mele Kyari, had made significant strides in enhancing transparency and accountability within the company. For instance, despite the criticisms it had received in recent times, the national oil company trumped the distractions by releasing its annual financial statement for 2023, wherein it posted a number of positive results. This demonstrates transparency.

“Mele Kyari’s leadership has been characterised by a commitment to openness, which has fostered and bolstered trust and confidence in and among stakeholders. This, understandably, aligns with the implementation of his leadership’s Transparency, Accountability, and Performance Excellence (TAPE) Agenda, which aims to ensure that NNPC’s operations are open, transparent, and accountable. This management philosophy, from our findings, has involved various measures, such as regular reporting, public disclosure of financial information, and collaboration with external auditors.:


She added: “Also more importantly, the NNPC has increased its communication efforts to engage with the public and address growing concerns. This includes regular press conferences, social media updates, and community outreach programmes.

“Without a doubt, Kyari’s leadership has contributed to building a more transparent and accountable NNPC. His efforts have helped to restore public trust in the NNPC and to position the company as a more responsible corporate citizen. Even so, there is still room for improvement.

“While, as a legislator, I will continue to hold the Executive accountable, I will not allow myself to be used as an instrument of witch-hunt, blackmail, and intimidation. I will not be a willing tool for the opposition to destroy the good work of Mr. President, His Excellency Bola Tinubu, who is the Minister of Petroleum Resources.


“The oil and gas sector is very critical to the Nigerian economy. It should not be politicised. While constructive criticism is necessary to strengthen the sector in the interest of our nation, deploying propaganda and blackmail to score cheap political points is unhelpful, and worse, unpatriotic.”
