As it is now, I can submit that I have been graced beyond measures by a great family – one in which the principal thing (love) flows uninhibited. I was nursed in an atmosphere where the collective good remained the most important. My parents watched my back. They still do. My siblings, all boys do same and vice versa. What was bothersome to one was bothersome to all. The joy of one was the joy of all. Today 30th April, 2013, it dawned on me that the founders of that home, my parents, have spent 30 years together building an institution. It has been 3 decades of building a home in the house. There is a difference between the two!

I am happy at what this represents for them; I congratulate them and thought to spare a thought for you – my future wife. I am not exactly sure of where you are seated right now. I can’t tell what colour of attire you are adorning. I am in the dark as to what exactly would constitute real happiness for you. I am uncertain about the names you would want your children, our children, to bear. All I am definite of is your existence and your desire to also have a home to call yours some day.

Like every other straight thinking man, I hope to make a good husband, have children, be a good father and friend to them. I have aspirations and hope to be part of the national reconstruction of this edifice called Nigeria. My forte is not romance. I am as naive as they come. For those who know, I consistently retook that elective – Moz 101 throughout my five sessions in the university without success. I may have failed at that but I am certain not to fail in the discharge of my duties as a boyfriend, fiancé, husband and father when the time comes. Add grandfather to the list as well.

I still don’t appreciate music the way I think I should. Beyond using the sound to drown the silence of my environment, only few rhythms would cause me to shake my head. Maybe with you something will change. I am not likely to ask that we go see a musical show together. Nay! Maybe, you will and trust that like a lamb being led to the slaughter, I will follow you. But guess what, I am crazy about the stage. I love to see actors and actresses on the stage give live performances. I love the theatre. I derive visual excitement from this. Unlike a sizeable number of my friends, I am yet to come to terms with watching 22 adults run after a ball for 90 minutes. Athletics however give me the same measure of excitement. I caught myself during the last Olympics jumping, punching the air and cheering my favourite track athletes to victory several miles away from them.

My heart is racy with expectations. Dear future wife, I need ’us’ to promise ‘us’ that, God willing, 30 years from now, we would in each other’s arms armed with the appropriate dose of laughter read this. I may not fall within the imagery of your dream man. I don’t have bulging muscle neither do I the now legendary 6 packs. I have had the honour of several lovely female friends. I am still friends with them and their hubbies, for the married ones. I also have a large pool of male friends I can always rely on and a number of adults I run to for advice and counsel. I think you also deserve to know that I have a mentor who looks out for me as well. You should meet him soon. I promise to part ways often with Zara. Having to be with her is why I stay up most nights. Zara ensures letters like this come out. She is a dependable ally. My hands and eyes find comfort with her. I only wish she didn’t need electricity for daily survival. Dear future wife, I will love you beyond what you may have seen in Nollywood, Hollywood, Ghollywood, ‘Sollywood’ or Kannywood. As to Bollywood, I cannot promise since I have awful dance steps and can’t sing more than a few songs from beginning to the end.

Dear future wife, this is the second love note I would be writing in my years of existence. Remind me to tell you how the first one turned out. I promise it will crack you and we would together laugh for days about it. One more thing dear, I grew up knowing I didn’t like onions. I still can’t explain why. Everyone in my home loves it. I am the odd one out. I carefully pick them out of my meal or simply swallow then when I can’t do so. Maybe you have a solution for it or we will find one together.

I am not hoping to marry a cook, a laundry girl, a house cleaner and a domestic aid. No, that’s not the deal. I am not discounting that these will have to be done but your responsibility is more than that. I grew up watching my parents share roles at home and I hope to do same. There was a no-go area for my father and I can guess confidently that it must have been one of the reasons why they are still together.

Dear future wife, I know you will have dreams and I promise to help you keep them alive. I am not going to be satisfied having people see me as the only successful of the two. I hope to also be introduced as the husband of a successful woman. Let me also chip in that if you desire to keep your maiden name, I will have no objection to that. It’s up to you. Now, this is the liberal me talking thanks to my socialisation process. Guess what, I once fiddled with the thought of me being the one to change my name to yours! Just some weird thought of mine. I thought it would be fun but then, this is still a deeply cultural society. Nevertheless, where your tribe, state of origin or dialect would not be a yardstick as long as you can speak English! And I also hope that like my parents, if need be, we would sacrifice part of our dreams so that those of our children can find wings.

One more important thing honey, I am a Christian and I believe the shortest distance between a problem and finding solution is the same as the distance between the knees and the ground. We would pray together to make sure things happen the way God desires it for us. I see my parents do this a lot and I hear them express the desires of their heart to a God who understand all things.

Congratulations Signor and Signora Fagorusi for three long decades of a happy and successful home. I will never forget that you introduced me to the magic of literature with those novels tucked in our bookshelves. Dear future wife, I hope you meet this wonderful duo soon, same way I long to be part of your own family.

The House of Representatives Special Ad Hoc Committee on Restructuring of Government Agencies and Commission has commenced the process of reviewing the recommendations of the Steve Oronsanye Report.

The report, aimed at reducing the cost of governance through merging, scrapping and relocation of some departments and agencies of government, was submitted to the Federal Government in 2012.

The report on public sector reforms revealed 541 statutory and non-statutory – Federal Government parastatals, commissions and agencies.

On February 26, 2024, the Federal Executive Council meeting presided over by President Bola Tinubu approved the implementation of the report to reduce the cost of governance, according to the Minister of Information and National Orientation, Mohammed Idris.

According to the recommendation, 29 government agencies would be merged even as eight parastatals would be subsumed into eight other agencies. More so, four agencies have been relocated to four various ministries, while one was earmarked for scrapping.

The FEC mandated a committee headed by the Secretary to the Government of the Federation, George Akume, to review the report and submit recommendations.

Addressing journalists on Tuesday at the National Assembly Complex, Abuja, the committee chairman, Isiaka Ayokunle, justified the need to review the report.


He said, “We must revisit the recommendations of the Oronsaye Report and other pertinent white papers to ensure that we are aligning our government structures with current realities, best practices, and the changing needs of our society.”

He added, “The world is evolving rapidly, and our government agencies and commissions must be structured in a way that enables them to deliver on their mandates effectively and efficiently.”

Ayokunle who represents the Ifo/Ewekoro Federal Constituency of Ogun State, noted that through the review, the committee hoped to identify redundancies, duplications, inefficiencies, and areas of improvement within the Federal Government agencies and commissions.

“Our goal is to apply the legislative approach in streamlining operations, eliminate duplication of functions, enhance service delivery, and optimise resource allocation.

“This review will be comprehensive and thorough, taking into cognisance the diverse perspectives and expertise available to us,” he said.

Ayokunle said, “We acknowledge the importance of stakeholder engagement in this process, and we will require input from various stakeholders, including government officials, experts, civil society organisations, and the general public.”

The committee, according to him, would hold a one-day public hearing on the matter on July 10 in Abuja.

The Federal Government’s ongoing initiative to reduce tax burdens and optimise revenue achieved a significant milestone on Tuesday with the government’s approval to exempt small businesses, manufacturers and farmers from paying withholding tax.

This was as it said the National Assembly has received 10 requests to amend tax laws aimed at addressing identified challenges within the current tax regime.

The government also plans to begin full enforcement of these policies by January 2025.

The Chairman of the Presidential Committee on Fiscal Policy and Tax Reforms, Taiwo Oyedele, disclosed the new information via a post on his official X handle on Tuesday.

Oyedele who leads the committee saddled with the responsibility to introduce a new tax structure in the country to spur economic growth and development, noted that the directive would serve as a way of reducing the tax burden on businesses.

According to the Federal Inland Revenue Service, Withholding Tax serves as a prepayment of Income Tax, deducted at rates between 5 per cent and 10 per cent depending on the transaction.

However, the implementation of the policy has caused pain to manufacturers due to the excessive burden of compliance hampering the productivity of the sector.

Meanwhile, the Presidential Committee on Fiscal Policy and Tax Reforms has also submitted copies of the new tax policies to President Bola Tinubu and the National Assembly. The President is expected to get the parliament’s approval on the matter.

According to Oyedele, the erstwhile withholding tax system has ambiguity which necessitated the increase in the list of multiple taxes, and inequity.

Small businesses, in particular, faced excessive compliance burdens, straining their working capital.

He said the newly approved regime aimed to address these challenges and introduce several key changes.

SMEs are now exempt from withholding tax compliance, reducing their administrative burden and allowing them to focus on growth.

Oyedele said, “As part of the ongoing fiscal policy and tax reforms, a new withholding tax regime has been approved.

“The key changes introduced are to address the identified challenges and specifically include the exemption of small businesses from Withholding Tax compliance and reduced rates for businesses with low margins.”

He added that key changes were introduced to the previous tax regime as businesses operating on low margins will also benefit from reduced withholding tax rates, easing financial pressures.

He also said the new regime included specific exemptions for manufacturers and producers, such as farmers, supporting the agricultural sector.

He said measures are also introduced to curb evasion and minimise tax avoidance, ensuring a fairer tax system.

The reforms will also simplify the process for businesses to obtain credit and utilise tax deducted at source, improving liquidity.

Oyedele further stated the approved regulations are expected to be published in the official gazette in the coming days.

Explaining further, the tax expert stated that key changes introduced to the rewritten withholding tax regime include; reduced rates for businesses with low margins, measures to curb evasion and tax avoidance, exemption of small businesses from withholding tax, clarity on the timing of deductions and key terms etc.

Others are “Exemptions for manufacturers and producers such as farmers, measures to curb evasion and minimise tax avoidance.


“Ease of obtaining credit and utilisation of tax deducted at source, changes to reflect emerging issues and adopt global best practices and clarity on the timing of deduction and definition of key terms.”

He said the changes also addressed emerging issues and aligned with global best practices, ensuring the tax system remained contemporary and effective and provided clarity on the timing of deductions and the definition of key terms.

Our correspondent gathered that the latest approval is the second of five planned executive orders to reduce inflation and grow tax revenue.

Last week, President Bola Ahmed Tinubu signed an Executive Order to introduce zero tariffs, excise duties, and VAT on specialised machinery, equipment and pharmaceutical raw materials to bolster local production of essential healthcare products.

The initiative focuses on pharmaceuticals, diagnostics, medical devices such as needles and syringes, biologicals, and medical textiles, positioning Nigeria to enhance its healthcare value chain significantly.

Commenting, the President of the Association of Small Business Owners, Femi Egbesola, applauded the initiative, stressing that it shows the government’s concern about challenges faced in the sector.

He said though the impact will of the policy will not affect the operations of micro and nano businesses, the association is pleased with the announcement.

He said, “Yes, we are happy but at the same time, we are looking for more. One is that we have so many multiple taxes that need to be collapsed and harmonized. Withholding tax is just one of the many. We also don’t want a situation whereby they release a bit and take twice what is released. An example is the electricity tariff.

“And not all SMEs pay withholding tax, the micro and Nano sectors don’t pay that tax even before now. It’s only those who collect contracts and supplies to the public institutions that are supposed to pay it. So the impact is not too much but it shows that the government is responsive and a good step in the right direction.

“We also want it to cascade to the sub-nationals, it’s not too good that it’s only happening at the federal level. A lot of taxes are at the state and local government. They even charge more than the federal government. So we want the reforms to reach other levels. They can collapse or harmonise the taxes into one making it easier to pay using a single portal.”

Meanwhile, the committee chairman said the implementation of the new tax laws would begin in January 2025.

He said this is to ensure proper discussions, sensitization and advocacy with the implementing agencies.

He stated that his committee has submitted approximately ten tax reform bills to the National Assembly for constitutional amendments.

Speaking further in an interview with Channels TV’s Sunrise Daily, the tax expert said, also mentioned that they have drafted entirely new versions of major tax laws in Nigeria, noting that most of the existing laws date back to the colonial era.

He noted that some of the issues identified by the committee necessitated legislative amendments, not just executive orders.

He said, “So we have made significant progress. We are now moving into phase three of our work. The first phase was quick wins, second was critical reforms. We just completed that and now we are moving to implementation. So as we speak, we have about five draft executive orders. We have a withholding tax regulation that has just been signed by the Minister. So it’s currently with the Ministry of Justice for the formatting, and gazetting and it will be published officially.

“We also have drafted brand new laws of all our major tax laws, because we took the view that we shouldn’t be amending laws since some of them were inherited from our colonial masters. There is no new need to amend them. We have also sent about 10 amendment bills to the National Assembly for constitutional amendments, because some of the issues we identified during the extensive work done emanated from the constitution itself, such as overlapping powers on taxing rights.

“So the final thing we are doing now is cross-referencing which is important in lawmaking and once we are done with that, we will get the formal approval of Mr. President and the Federal Executive Council. Then it goes to the National Assembly. We estimate that before the end of quarter three, we should have the laws enacted and that way we can give a 90-day notice because sometimes when you change rules and policies, people need to prepare for them even when they are positive. You need capacity training for regulators and all of that. And then the latest for any of our reforms to kick in will be January 2025, although many of them will kick this year like the withholding tax regulation.”

Oyedele revealed that the government was designing software to track the expenses of every Nigerian using the National Identification Number for accurate taxation.

“We want to move from asking people to tell us how much the end we want to be telling them what you have in mind. So we are developing a system now. We call it tax information consolidation and collaboration. There’s an executive order for it and we have a draft bill for it to be enacted into law. This system will use the National Identification number and registration code for businesses with the Corporate Affairs Commission. So that foundational identity will target every economic activity. Whether you’re opening a bank account, spending on your payment card, or travelling abroad. So if you input your name into the system, it tells your net worth and what you have spent for the year. So that will help us to identify who is poor and ensure proper taxation, he added.

Anyone who knows Kalabari's history very well know that they're descendants of mixed people with Igbo and Ijaw being the largest contributors. Efik, Ibibio and edoids around down Niger tributaries also added to the fold making the place a cocktail of different persons. Two things however standout which is the language and culture of the people. Igbo language is predominant there together with a dialect similar to Ijaw but the customs and traditions resemble that of coastal people around the area specifically more of the Ijaws. Areas traditionally regarded as Kalabari doesn't include Okrika and Bonny. These two see themselves different even up till date.
Rivers state is a state where the true identity of many indigenes isn't easy to establish due to politics and historical alterations.
You Igbos do know the history of everybody grin
