Some facts:
1.any exporter exporting goods to any country from nigeria has to go to bank to open a FORM NXP the first step of export. Where is person has to mention details of product to be exported buyers detail and other details as required.
So you cannot say that you are not suppose to inform anybody about where you are exporting
2.in case of any export you need to get a clean inspection report before you ship the product in which samples are collected and tested to know whether its meets standard of importing country.it is done by a govt authorized agent only after report is out you can export.
Same is case while importing in Nigeria.(SO NAFDAC HAS TO BE INFORMED IN THIS CASE FOR PERMIT TO EXPORT AND INSPECTION)
3.Nigerian customs will duly certify a copy of the form that goods exported have satisfied all requirement of buyer.

so something wrong has happen either on his side or agency side in documentation. Like one happened in case of Rifles imported from china
