The promises below are extracted from the two official documents released by APC as their Manifesto titled ‘Securing Nigeria’s Future’ and ‘Roadmap to a New Nigeria’, all published by the APC and signed by the then Presidential aspirant, now President Muhammadu Buhari. Please note that some of the promises that do not require funds to be implemented are even yet to even be initiated.

Securing Nigeria’s Future’

1. Initiate action to amend the Nigerian Constitution with a view to devolving powers, duties, and responsibilities to states in order to entrench true Federalism and the Federal spirit. (This simply means that the APC actually promised to restructure Nigeria and entrench true federalism if voted into power). Page 6

2. Amend the Constitution to remove immunity from prosecution for elected officers in criminal cases. Page 6.

3. Require full disclosure in media outlets, of all government contracts over N100m prior to award and during implementation at regular intervals. Page 6

4. Amend the Constitution to require Local Governments to publish their meeting minutes, service performance data, and items of spending over N10M. Page 6.

5. Consult and amend the Constitution to enable States and Local Governments to create city, Local Government and State Policing systems. Page 7

6. Bring permanent peace and solutions to the insurgency issues in the North-East; the Niger Delta; and other conflict prone states and areas such as Plateau, Benue, Bauchi, Borno, Abia, Taraba, Yobe, and Kaduna. Page 8

7. Initiate policies to ensure that Nigerians are free to live and work in any part of the country by removing state of origin, tribe, ethnic and religious affiliations from documentation requirements in our identification of citizens and replace these with State of Residence and fashion out the appropriate minimal qualification for obtaining such a state of residency, nation-wide. Page 8.

8. Make our economy one of the fastest growing emerging economies in the world with a real GDP growth averaging at least 10-12% annually. Page 9.

9. 5 million new jobs by 2019. Page 9.

10. Put in place a N300bn Regional Growth Fund with an average of N50bn in each geo political region… to encourage private sector enterprise and to support places currently reliant on only on the public sector, to migrate to a private sector reality. Page 10.

12. Create an additional middleclass of at least 4 million new home owners by 2019. Page 10.

14. Provide allowances to the discharged but unemployed Youth Corps members for Twelve (12) months while in the skills and entrepreneurial development programmes. Page 10.

15. Construct a 5,000km of Superhighway including service trunks and (b) building of up to 6,800km of modern railway completed by 2019; Page 11.

16. Embark on PPP schemes that will ensure every one of the 36 states has one functional airport. Page 11

17. Speedily pass the much delayed Petroleum Industry Bill (PIB) and ensure that local content issues are fully addressed. Page 12

18. Make Nigeria the world’s leading exporter of LNG through the creation of strategic partnerships. Page 12

19. Targeting up to 20% of our annual budget for Education. Page 13.

20. Provide One Meal a day for all Primary school pupils. That will create jobs in Agriculture, Catering, and Delivery Services. Page 14.

21. Establish at least six new universities of Science and Technology with satellite campuses in various states. Page 14.

22. Establish technical colleges and vocational centres in each state of the federation. Page 14

23. Increase the quality of all federal government owned hospitals to world class standard by 2019. Page 15.

24. Provide free antenatal care for pregnant women; free health care for babies and children up to school going age and for the aged; and free treatment for those afflicted with infectious diseases such as tuberculosis and HIV/AIDS. Page 15

25. Create an Insurance Policy for our Journalists as the nation faces hard times and our Journalists face more dangers. Page 15

26. Establish Zonal world class sports academies and training institutes and ensure that Nigeria occupies a place of pride in global sports and athletics; Page 16.

27. Assist Nollywood to fully develop into world class movie industry that can compete effectively with Hollywood and Bollywood in due course. Page 16.

28. Guarantee that women are adequately represented in government appointments and provide greater opportunities in education, job creation, and economic empowerment. Page 16

29. Use the Party structures to promote the concept of reserving a minimum number of seats in the States and National Assembly, for women. Page 16.

30. Create shelter belts in states bordering the Sahara Desert to mitigate and reverse the effects of the expanding desert. Page 17.

On the second document titled ‘Roadmap to a New Nigeria’

11. Create 20,000 jobs per state immediately for those with a minimum qualification of secondary school leaving certificate and who participate in technology and vocational training. Page 4

32. Place the burden of proving innocence in corruption cases on persons with inexplicable wealth. Page 7.

33. Pursue legislation expanding forfeiture and seizure of assets laws and procedure with respect to inexplicable wealth, regardless of whether there is a conviction for criminal conduct or not. Page 7.

34. Provide free tertiary education to students pursuing Science and Technology, Engineering and Math (STEM). Page 9.

35. Provide free tertiary education to education majors and stipends prior to their employment as teachers. Page 9.

36. Create incentives and dedicate special attention to the education of girls. Page 9

37. Ensure every child attending primary school is properly nourished and ready to learn by providing a Free Meal a Day. Page 9.

38. Achieve the construction of one million low-cost houses within four years for the poor. Page 11

39. Stop all travel abroad at government expense for the purpose of medical treatment. Page 13.

40. Provide incentives for Nigerian doctors and health practitioners working abroad to return home, to strengthen the health care industry in Nigeria and provide quality care to those who need it. Page 14.

41. Make sure people at a local level benefit from mining and mineral wealth by vesting all mineral rights in land to states. Page 17.

Please note that these documents were officially released by the All Progressive Congress (APC) as its official manifesto, thereby making the documents legally binding now that it is in charge of the central government.

As contained in the document, the then Presidential aspirant of the APC (now President) said: 'This document sets out our side of the bargain: the things I as your future president, want to do to change Nigeria for the better'

Three and half years on, which of these promises have they fulfilled? Na question I ask o!

Ahead of the 2019 general elections, the Ambassador to South Africa, Ahmed Ibeto, has resigned.

He has also renounced his membership of the ruling All Progressives Congress, and had crossed over to the opposition Peoples Democratic Party.

Ibeto was reported to have arrived Nigeria from Pretoria on Sunday and on Monday morning, he handed over his letter of resignation at the Ministry of External Affairs.


Our correspondent could not confirm if the envoy saw President Muhammadu Buhari before returning to Minna on Monday evening.

Ibeto was a deputy governor of Niger State on the platform of PDP.

Checks revealed on Tuesday that Ibeto have left Minna for his home town of Ibeto in Magama Local Government Area of the state.


According to sources, the former deputy governor was received by over 1,000 supporters on his way to Ibeto.

Our correspondent gathered that while in Ibeto, the ex-ambassador would first resign his membership of the APC and assume PDP membership.

A source close to the former deputy governor told our correspondent that he would join governorship race immediately he registered with PDP.

It could be recalled that former Ambassador was a member of the PDP until the primary election of the party in November 2014, during which he lost the governorship ticket to Umar Nasko, a former Chief of Staff to ex-governor Babangida Aliyu.

He resigned his membership of the PDP along with thousands of his supporters after complaining about “the injustice” melted to him by the then ruling party.

Ibeto was the vehicle on which the incumbent APC governor rode to victory, leading his campaign to all the 274 wards in the state.

President Muhammadu Buhari has finally explained what he meant by remarks he recently made about Nigerian youths that led to widespread criticism while he was away in London.
While speaking at the Commonwealth Business Forum in Westminster on Wednesday, April 18, 2018, President Buhari remarked that a lot of Nigerian youths wait on handouts from the government.

"More than 60 percent of the population is below 30, a lot of them haven't been to school and they are claiming that Nigeria has been an oil producing country, therefore, they should sit and do nothing, and get housing, healthcare, education free," he said.

Even though the comment was interpreted as a dismissal of the work ethic of most Nigerian youths and drew criticism from political opponents and the public, the president has never directly explained his remarks.

However, while speaking during an interview with Voice of America, Hausa service, in Washington, United States on Tuesday, May 1, 2018, the president said his words were misinterpreted by the media who love to do what they like.

He explained, "You know Nigeria's population is now between 180 and 190 million and 60 per cent of this population is youth that is 30 years downward.

"You know in the North most youths are uneducated or school dropouts. If not because we had good harvests in the last two farming seasons the situation would have been deteriorated.

"These youths even if they travel out of the North for greener pasture they hardly make it economically because what they earn as income cannot afford them to meet their basic needs or return home.

"All these explanations I made, they refused to highlight them in their report and you know the media in Nigeria in most cases only do what they like.

"For instance the nation's achievements in the agricultural sector where millions of Nigerians benefited financially were left unreported by the media."

President Buhari is currently on a working visit to the United States where he met his counterpart, President Donald Trump, at the White House on Monday, April 30, 2018.

Buhari's words manipulated - Presidency
After the relentless wave of criticism that trailed Buhari's London comments, his Special Adviser on Media and Publicity, Femi Adesina, released a statement to allege that his words had been deliberately twisted by mischief makers to fit their agenda.

According to him, the president did not say that all Nigerian youths are lazy, but rather a lot of them. He further argued that the president could not have taken a swipe at all Nigerian youths because he values the youths, and knows that they are the fulcrum on which the future of the country rests.

Senate President, Bukola Saraki has returned to the Peoples Democratic Party (PDP), Nigerian Times can exclusively report. Saraki met with the PDP caucus this evening at the Abuja home of his deputy in the Senate, Ike Ekeremadu at the Apo Legislative Quarters. After the meeting,Ike Ekweremadu, Deputy Senate President, led a group of senators to Goodluck Jonathan’s Maitama home to brief him. The meeting with Jonathan is on going at press time.

Saraki has been facing prosecution at the Code of Conduct Tribunal for falsely declare assets.

A source who was at the meeting told Nigerian Times that Saraki, who has faced persecution from the leadership of his party, the All Progressives Congress (APC) decided to leave the party and return to the PDP, which he left in 2014 with five PDP Governors.
The source said Saraki says he will use the PDP as a platform to actualize his ambition. He added that Saraki is likely to take with him to the PDP, APC Senators loyal to him. This would affect the balance of power in the Senate as the PDP would most like upturn the APC’s majority in the Red Chamber.

“Saraki has finally had it with the APC and the Buhari government. He believes he has faced enough embarassment and persecution from them after his investments to help the party wrest power from the PDP, ” our source said. Last week, he was in Sokoto, on the pretext of condoling the family of late Umaru Shinkaffi. But sources familiar with the Saraki travails told this Newspaper that he met with the Sultan of sokoto to prevail on President Mohammadu Buhari to pull back his loyalists are who bent on sending Saraki to jail. And as a last ditch effort, he got former senate presidents to visit Buhari earlier in the week.

Saraki’s defection back to the PDP will not come as a surprise to watchers of Nigerian politics. Since his emergence as President of the Senate, he has been at odds with his party, the APC over what the party feels was his decision to present himself as candidate for the Senate Presidency against the party’s wish. The APC’s preferred candidate, was Ahmed Lawan.

3. Faculty of Management Sciences
Candidate must have five (5) credit passes, which must include: English Language, Mathematics, Economics, and any other two subjects from: Government or History, Geography, Commerce, Accounting, Literature in English, CRK/IRK, Science subjects. Biology, Chemistry, Physics or Agric. Science.

(i) Bachelor of Science Degree in Management,
Candidates must have five (5) credit passes which must include English Language, Mathematics, Economics and any other two from Government/History, Geography, Commerce, Accounting. Literature in English, CRK/IRK, Science subject: Chemistry, Physics, Biology or Agricultural Science.

(ii) Bachelor of Science Degree in Marketing
Candidates must have five (5) credit passes, which must include: English Language, Mathematics, Economics and any other two from Government/History, Geography, Commerce, Accounting, Literature in English, CRK/IRK, Science subject: Chemistry, Physics, Biology or Agricultural Science.

(iii) Bachelor of Science Degree in Accounting
Candidates must have five (5) credit passes which must include: English Language, Mathematics, Economics and any other two from Government/History, Geography, Commerce, Accounting, Literature in English, CRK/IRK, Science subject: Chemistry, Physics, Biology or Agricultural Science.

(iv) Bachelor of Science Degree in Finance and Banking:
Candidates must have five (5) credit passes, which must include: English Language, Mathematics, Economics and any other two from Government/History Geography, Commerce, Literature in English, Christian CRK/IRK, Science subject Chemistry, Physics, Biology or Agricultural Science.

Bachelor of Science Degree in Computer Science
Candidates must have five (5) credit passes which must include: English Language, Mathematics, Physics, Chemistry and Biology.

NOTE: ONLY O LEVEL IN WAEC (SSCE/GCE), NABTEB AND NECO Certificates are acceptable for registration. TC II is not acceptable.

PLEASE NOTE:
The set of names stated by candidates in their Application Forms must be consistent with the names on their credentials. Inconsistency in names may lead to disqualification.
Candidates with O/Level Examination Results from 2010 backwards must present their Original Certificates and not Statement of Results or Result Slips.


SCREENING OF APPLICANTS
All candidates who have applied for admission into the various Degree Programmes of the College will be required to undergo a Computer - Based Test (CBT), at a date to be announced later.

METHOD OF APLICATION
* Application for the various Programmes is on-line. Log on to www.uniport.edu.ng and click on Application Procedure in CCE, then follow the instructions.

* Application Forms can be obtained on-line on payment of Fifteen Thousand Naira (N15,000.00) only excluding Bank charges at designated Banks nationwide.

* The names on candidates OLevel certificate(s) must be the same as what is filled on-line.

* Change of name is not allowed once a candidate is admitted.
*Candidates must ensure that they have the requisite qualifications for the intended courses.

* Candidates should report to the Examinations and Records Unit, CCE, Nkpolu-Oroworukwo, with photocopies of their credentials for collection of Brochure.

B. DIPLOMA PROGRAMME
Diploma in Law
Duration of Programme
The Diploma in Law Programme is a Continuing Education Programme and
will run for two academic sessions; each session divided into two semesters. Students having no more than five courses to repeat or clear at the end of the second year will be allowed a maximum of one additional academic session to do so, bringing the maximum duration of the programme to three academic sessions (six semesters).

Entry Requirements
Candidates must have Ordinary Level Credit passes in at least four subjects, including English Language in the WASSC/SSCE/NECO/GCE, obtained at not more than two sittings.

METHOD OF APPLICATION
Application for Diploma in Law Programme is on-line. Log on to www.uniport.edu.ng and click on Application Procedure in CCE; click on “Register, sign up and print payment slip.
Proceed to any of the designated banks to make payment of (N11,000.00) only, excluding Bank charges and obtain an eTranzact receipt.
Login back to your account and verify your payment using the confirmation order number on the eTranzact receipt, fill in the necessary information, upload your passport on the photograph and print your photo card.

C. MASTERS PROGRAMME
Master of Public Administration (MPA),
CLAUDE AKE SCHOOL OF GOVERNMENT, UNIVERSITY OF PORT HARCOURT

The School offers Executive Master of Public Administration (MPA) Degree, which aims at improving the administrative and analytical skills of mid-career officers in the private and public sectors, who have had several years of practical experience, so that they easily reach the higher levels in administration and management, and also offer higher value in services to their employers and the general public. The School hereby invites applications into the MPA Degree Programme for 2016/2017 Session.

Admission Requirements:
Candidates for admission into MPA Degree Programme shall be:
A graduate of the University of Port Harcourt; or
A graduate of any other recognized University; or
A person who hold a recognized qualification approved by the Senate of the University of Port Harcourt.
The applicants first degree shall be at least a Second Class Honours (Lower Division), with a CGPA of not less than 3.0 on a scale 5, or 5.0 on a scale of 7. However, candidates with Third Class or Pass Degree classifications, or those whose degrees are not normally classified, may be considered, provided such candidates have been in relevant employment for not less than five(5) years for those with Third class, or seven(7) years for those with Pass Degrees, from the date of their graduation.

Duration: The duration of the Executive MPA programme is twelve(12) calendar months, consisting of two semesters and field research/report writing and presentation period.

Application Fee: A non-refundable Application Fee of N30,000.00 (thirty thousand naira) in certified Bank Draft made payable to the Claude Ake School of Government, Uniport. The completed Application Forms should be submitted with the Bank Draft at the Claude Ake School, Uniport ,at 14 William Jumbo Street, Old GRA, Port Harcourt, or be sent by courier service with a pre-paid FedEx self-addressed envelop for acknowledgement.
