Kachikwu had expressed Nigeria’s interest in having Russia and Russians come to participate in the growing oil sector of the country, pointing out that the reforms and processes being put in place which aims to enhance the investment climate in Nigeria, has recorded major achievements with the ongoing implementation of the 7 BigWins -Nigerian Petroleum Roadmap. Responding, Minister Novak assured Dr. Kachikwu that Russia is interested in participating in the Nigerian oil industry and would suggest that preliminary technical talks begin as soon as possible between the two countries. Novak extended an invitation to Dr. Kachikwu to visit Russia during the next Gas Exporting Countries Forum Ministerial Meeting, scheduled for next October, where further talks on the matter can take place. In a related development, the Minister of Mines, Industry and Energy of the Republic of Equatorial Guinea, Mr. Gabriel Mbaga Obiang Lima has lauded Nigeria’s role in the recent admittance of the Country into OPEC membership. Obiang Lima stated that “in one of the most critical moments of our oil history, Nigeria through its Minister Dr. Ibe Kachikwu stood by our side and showed itself to be a true friend and partner. He further stated that “Equatorial Guinea will always remember with gratitude and affection how Nigeria offered us support on our OPEC application and extraordinary assistance along with our African Brothers.” In conclusion he enthused that Equatorial Guinea thanks Nigeria for supporting Equatorial Guinea to give Africa a stronger voice in OPEC. In a welcome development, OPEC announced the appointment of Nigeria’s National Representative to the Organization, Mr. Olusegun Adekunle as the Alternate Chairman of the 127th OPEC Economic Commission Board. KACHIKWU CONTINUES INTERNATIONAL ENGAGEMENT AT THE UNITED STATES – NIGERIA ENERGY ROUNDTABLE DISCUSSES ONGOING REFORMS, INVESTMENT OPPORTUNITIES IN THE NIGERIA OIL AND GAS INDUSTRY AND PROSPECTIVE AREAS OF COLLABORATION As part of the just concluded international visit of the Honourable Minister of State for Petroleum Resources, Dr. Emmanuel Ibe Kachikwu to the United States of America, where he led Nigeria’s delegation to the Offshore Technology Conference (OTC) in Houston Texas, the Honourable Minister of State held a meeting with a delegation of the United States Departments of State and Energy at the United States Department of State in Washington D.C. The meeting had in attendance Ambassador Mary Bruce Warlick, Acting Special Envoy and Coordinator for International Energy Affairs at the Department of State who led the United States discussions during the meeting which was grouped into two sessions the reform session and investment session respectively. The Acting Special Envoy and Coordinator for International Energy Affairs stated that Nigeria remains a critical priority for the US in Africa and bilateral relations, which are increasingly rooted in the shared values of both nations are delivering results. She further commended Nigeria on the significant steps taken in the Oil and Gas Industry reforms especially in the area of shared insights gained by the US team from reviewing the National Oil policy, The National Gas policy, The Fiscal policy and the draft of the Petroleum Industry Governance Bill and Petroleum Industry Fiscal Bill developed by the Ministry of Petroleum Resources. The Honourable Minister of State while responding to the comments and feedback given by the Acting Special Envoy and Coordinator for International Energy said the Federal Government of Nigeria under the leadership of President Buhari has clearly set out the choices that have to be made as nation over the next 4 years and have also taken significant steps in achieving this through the continuous implementation of the 7BigWins – the Nigerian Petroleum roadmap; which focuses on stabilizing the business environment, enshrining openness and transparency, developing and entrenching new policies and regulations. He also hinted on the launch of a pet project – “Project 100” which is aimed at maximizing and unleashing talents by identifying 100 Nigerians who have access to finding and are willing to make a change in the industry and collaborating with them to find solutions to the industry’s problems with a view to set Nigeria on the path of glory. Dr. Ibe Kachikwu further reiterated the positive impact that the ongoing engagement in the Niger Delta and Oil Producing States led by the Acting President; His Excellency Prof. Yemi Osinbajo is yielding results as evidenced by the near zero militant incidence and normalcy in production activity being restored in the region. A comprehensive and holistic developmental framework encompassing all Government Agencies and stakeholders, targeted directly at addressing gaps in the communities is being deployed with the 20-point Agenda that outlines the Roadmap to closure for militancy in the Nigerian Oil and Gas sector. He also harped on the need to work together with the US to sustain progress on reforms and match it with increased international investments in Nigeria’s Oil and Gas sector. Other areas of collaboration the Honorable Minister of States urged the US to invest in include capacity building, and acquisition of technology. As part of the discussions during the roundtable, Ambassador Warlick informed the Honorable Minister of State, that a team of Nigerian Senators would be meeting the US team on Friday May 5, 2017 to discuss progress on legislations relating to the Nigeria Oil and Gas industry. The Honorable Minister responded to the visit of the Senators by stating that there has been a very high level of collaboration between the Executive and the Legislature in the passage of bills before the National Assembly and also cooperation in proffering far reaching solutions that will grow Nigeria’s Oil and Gas sector. While discussing issues relating to gas strategy implementation and plans during the roundtable, Dr. Ibe Kachikwu said that Nigeria’s gas vision is to be an attractive gas-based industrial nation, giving primary attention to meeting local gas demand requirements, and developing a significant presence in international markets. He explained that the core principles behind the gas industrialization agenda include separation of activities between the government and private sector, implementing full legal separation of the upstream from the midstream, pursuing a project-based rather than centrally-planned domestic gas development approach and establishing strong linkages with electric power, agriculture and other real sectors. He further clarified that for Nigeria to successfully attract investments and achieve an aspiration of zero routine gas flaring by 2020, the Federal Government developed a transparent licensing process for allocating and pricing gas flares, improving access to finance for gas flare monetization projects, providing incentives to investors, and strengthening the capacity of government regulatory agencies to monitor implementation of flare down projects. Another important gas initiative in the country is the provision of LPG for domestic use and CNG as transportation fuel. Abuja, Nigeria. May 2, 2017 –Latest public opinion poll conducted by NOIPolls on JAMB Registration in Abuja has revealed that 60 percent of the 2017 JAMB registration applicants have expressed one form of difficulty or another during the ongoing registration exercise. This comes on the heels of implementation of new measures by JAMB to ensure ease in the registration process. A closer look at the difficulties faced revealed that applicants majorly experienced difficulty accessing JAMB’s website (29 percent), while pointing out that the process was generally cumbersome and stressful (28 percent). Overcrowding at the registration centers and difficulty in PIN generation (14 percent each) were also mentioned amongst other difficulties. Moreover, more than half of the applicants (58 percent) had to make more than one visit to the registration centres in order to complete the process. A general rating of the 2017 JAMB registration process revealed a negative perception of applicants on the current registration process, as 57 percent rated the process either as poor (32 percent) or fair (25 percent); although 29 percent rated it as good, while 14 percent rated the process as excellent. In addition, the survey compared the previous registration exercises and the 2017 registration exercise and 61 percent of the respondents were of the opinion that the 2017 registration process was ‘‘worse than the previous’’, This is indicative of the fact that JAMB needs to enusre that the aplicants understand the newly introduced processes while. Finally its worth noting that this survey was conducted only in the city of Abuja where JAMB Head quarters is located. Our concern therefore is that if these challenges are faced in Abuja, how much more challenges will be faced by applicants regisering outside Abuja. As such, in the implementation of new measures by JAMB such as registeration via JAMB’s website and the use of a mobile app etc, it pertinent that certain certain factors from the perspective of the applicants be considered. Factors such as access to internet, quality of internet service, and the population of JAMB applicants. It is also pertinent that feedback from the applicants be taken into consideration in order to ensure that the aim of the newly introduced measures is not defeated. Abuja, Nigeria. April 25th 2017 – New aggregated power poll results released by NOIPolls for the first quarter of 2017 revealed a decline in the state of power supply to Nigerian households to 30 percent in Q1, 2017 from the 37 percent obtained in Q4, 2016. The lowest power supply to households in Q1, 2017 was observed in the month of January 2017 at 21 percent. The drop was attributed to the shortage of gas to the power generating companies and low water levels at the hydro power stations. However, in February 2017, there was a surge in the power supply as it rose to 35 percent and it was also attributed to the increased amount of power supplied to the power generating companies. For Q1 2017, the monthly average cumulative hours of power supply experienced was recorded as 7.5 hours in January which was the lowest, it went up to 9.8 hours in February which was recorded as the highest. The results obtained from the poll also revealed that for Q4, 2016, average daily power cumulative supply was 9.6 hours, while in Q1, 2017, it dropped to an average of 8.9 hours daily, indicating a 0.7-point decrease. http:///2p1uSUB

Abuja Nigeria, April 18th, 2017 – Latest Presidential Job Approval rating conducted by NOIPolls revealed a 5-point increase to stand at 55 percent in March, 2017. The rise in the President’s job performance rating was seen across the six geo-political zones and the North-East zone with 31-points had the highest proportion of Nigerians in this category. This increase in the job approval rating could be attributed to the President’s return from medical leave and the continued deliberations around the Economic Recovery and Growth Plan, with the main objective of restoring growth, investing in and building a globally competitive economy. Additionally, the Central Bank’s policy intervention on foreign exchange which has further improved the value of the Naira in the global market could also have contributed to this increase. Further findings revealed that the rationale for approval of the President’s job performance was centered around the perceived ‘slight reduction in the prices of goods and services’ (25 percent), ‘improved level of security’ (20 percent) and ‘slight improvement in the economy’ (15 percent) amongst other positive reasons. March 27th, 2017 – A new poll released by NOIPolls has revealed that 41 percent of respondents are aware of the recent circulation of counterfeit currencies (also known as fake Naira notes) in the country, and 19 percent of this proportion disclosed that they have personally come in contact with counterfeit currencies within the last three months. The market with 67 percent, proved to be the most common place where these currencies are circulated. This comes as no surprise, as some counterfeiters may see the market place as the most porous place to spread fake notes due to the wide range of small business establishments who may not notice during transactions. Hence, some businesses suffer losses due to their inability to recoup their money as banks confiscate fake notes at sight. Commercial banks (20 percent), public transport (5 percent) and ATMs (3 percent) were also mentioned as avenues for circulation. In view of the 2017 Day commemoration, NOIPolls presents a throwback from its migration poll conducted in 2015, which gauged the perceptions of Nigerians on migration and vital socio-economic attributes relating to migration, as well as the perceptions of Nigerians on the xenophobic attacks in South Africa. The poll showed that a considerable proportion of Nigerians are migrants abroad mostly in the United States of America (67 percent) and the United Kingdom (43 percent) when compared to other countries in the world. Findings from the poll also revealed that it is perceived that Nigerian migrants are better off in foreign countries in terms of economic opportunities (66 percent), financial stability (66 percent) and living conditions (63 percent); however, they are worse off in terms of social interaction (39%). However, the poll has highlighted the role of poverty (28 percent), culture (20 percent), parental illiteracy (18 percent) and child marriage (15 percent) as major factors militating against girl child education in the country. Inspite of the general consensus on the importance of girl child education to communities, the girl child still suffers neglect and deprivation of basic education, usually sacrificing her chances to the boy child. Abuja Nigeria, March 7th 2017 – Latest Presidential Job Approval rating in Nigeria conducted by NOIPolls has revealed that, for the first time in the last one year, Nigerians have rated the current administration average. This comes on the heels of the latest 50 percentage point approval rating of the Acting President Prof. Yemi Osinbajo for the month of February 2017. The last time the presidential approval rating edged up to 50 percent was in February 2016, when it stood at 57 percent. Besides, this current rating depicts a 6-point increase from that of January 2017, which stood at 44 percent; and demonstrates improved perception amongst the citizenry towards the governance efforts of the Acting President. Interestingly, this improved perception was significantly observed among residents of the South-West geo-political zone, where the Acting-President hails from and, which experienced a 24-points increase from January 2017. Female Genital Mutilation / Female Circumcision refers to all ways involving partial or total removal of the external female Instruments or other injury to the female genital organs for cultural or other non-medical reasons. A recent survey conducted by NOIPolls limited reveals that 90% of Nigerians are strongly in support for the legislation against Female Genital Mutilation practice in the country. On the other hand, 10% of the respondents declared firmly that they would not support any legislation to end the practice of female Circumcision, saying that they identify with the practice from a socio-cultural perspective and it would amount to them going against their beliefs if the practice was to be abolished. The practice of FGM still persists in states such as Ondo, Kwara, Enugu, Delta, Adamawa, Ebonyi, Cross-River, Anambra and Niger. The practice of Female Genital Mutilation is mostly seen as a tradition among the people who practice it. As such it might be difficult to stop it despite the medical and psychological effects. February 14th, 2017 –Latest public opinion poll results released by NOIPolls Limited have revealed that (33percent) of Nigerians are not in support of the “#IStandWithNigeria” campaign. Most Nigerians who opposed the campaign gave their reasons stating that the ‘government is trying its best’ (30 percent) and this assertion was made mainly by residents from the North-East zone. While 20 percent proclaimed that the ‘government needs more time’ to get things done, another 20 percent believed that the protest will not ‘solve the issues’ citing previous protests and industrial actions which failed to yield positive results in Nigeria in the past.
