Let me bring this back once again based on the picture you attached. You even say they are not organized or how can they go back to unidentified passerbys?

As the man was busy preaching a person approached him and say want to learn more. He handed over a leaflet or those unidentified passerby sees an information regarding his outfit and the rest and from there to advance the interest from the brief encounter with the man preaching publicly in the street.
