Determined to avert a crisis in the 9th National Assembly, All Progressives Congress (APC) governors have waded into the row over choice of principal officers, especially the President of the Senate and the Speaker of the House of Representatives. The race for Senate President is being hotly contested by the Senate Leader, Dr. Ahmad Lawan; the Chairman of the Senate Committee on Appropriations, Sen. Danjuma Goje, and a former Senate Leader, Sen. Ali Ndume. A team raised by the governors may this week hold talks with Goje, who is rated as the favourite of the opposition Peoples Democratic Party(PDP). The governors are stepping in following speculations that Goje may declare his ambition for the coveted seat this week. According to a source, the APC governors are worried about the danger of the lawmakers elected on the platform of their party going into the Senate and the House divided on June 6. It was also learnt that the governors do not want the PDP to take advantage of any fresh crisis in APC to ‘hijack’ the National Assembly’s leadership. The governors decided to prevail on aspirants for principal offices to defer to President Muhammadu Buhari, especially on the choices of Dr. Ahmad Lawan for the Senate President and Hon. Femi Gbajabiamila as Speaker. A top source said: “ The APC governors have chosen to rally around the President to resolve issues surrounding the election of principal officers. They said it is obvious that the party cannot handle the tension alone. “The main agenda is to ensure that our new members in the National Assembly go for inauguration in a more united manner. The governors do not want the party to play into the hands of the PDP this time around. “As part of the first leg of consultations by the governors, a team is expected to meet with Goje this week to seek his understanding. “This is a follow up to a similar meeting between the President and Goje, which was brokered by Governor Nasir el-Rufai.” On how the intervention will affect other aspirants, the source, who asked not to be named, said: “The intervention will trickle down. The governors will meet with other aspirants like Sen. Ndume, and those seeking to vie for office of the Speaker. “We have got to a stage that we need to put the interest of our government above personal interest.” The APC leadership is believed to have reached out to Goje, but there has not been any commitment by him. Another source added: “Goje has not said yes or no on his purported ambition. But we have reached out to him. Some ex-governors have also met with him on the need to work with the President and the party.” Meanwhile, the APC has debunked insinuations that it will force senators-elect and House members-elect to sign an undertaking on the choice of principal officers. It was gathered that some lawmakers from the opposition were flying the kite to create a crisis in the APC caucuses in both chambers. “There is nothing like that, we are not going to blackmail our lawmakers and tie them down. We do not have any reasons to be doubting ourselves, “a high-ranking party leader said. When contacted, the National Publicity Secretary of APC, Mr. Lanre Issa-Onilu, said the party was confident that majority of the lawmakers are committed to its interest. He said: “ Majority of the newly-elected members of the National Assembly are committed and they share our worldview of being progressive. “We are certain they will work with the party in the interest of our government so that we can deliver our promises to Nigerians.

At the last meeting, it was resolved that “English version of FFL radio programmes should be reproduced in Yoruba Language in order to reach and empower segments of the publication. “Good voices on radio from the concerned states should be used in the production for self-belonging.” There were presentations from participants, who expressed their commitment to the programme in their various states, while the academia, parents and caregivers shared their experiences. UNICEF Communication for Development Specialist, Mrs Caroline Akosile, mentioned that the meeting would also discuss launch of Yoruba FFL as agreed by consensus to break communication barrier among the states. President Muhammadu Buhari has called on world leaders to come up with proposals to create a digital world that is accessible, inclusive and safe to all. In his keynote speech at the 2019 Annual Investment Meeting (AIM) in Dubai on Monday, President Buhari said a certain level of regulation was needed to preserve the integrity of the digital economy. The theme of the summit is: ‘Mapping the Future of Foreign Direct Investment: Enriching World Economies through Digital Globalization.’’ Acknowledging that digital globalisation is transforming the world almost every day with innovations and transformative ideas, the Nigerian leader cautioned that the cyber world would remain a constant threat if left unregulated. The President decried the use of the cyberspace to manipulate elections, subvert the democratic rights of citizens as well as propagate violence. He also lamented the steady rise in fake news and cybercrimes, particularly when platforms are hijacked and manipulated by criminals. President Buhari, therefore, called for collective efforts led by both public and private sector leaders to address the emerging threats of digital globalisation. ‘‘Today, we have a cyber-world that is intangible but real. This borderless world is powerful, and it impacts the lives of billions of people, no matter how remote their physical locations are. ‘‘People work in it. People socialise in it. And people invest in it. This presents enormous opportunities. But it also remains a constant threat if left unregulated. ‘‘On the one hand, it has made the human race more productive and more efficient. Today, we have digital banking, virtual currencies and many social platforms that connect people and cultures. ‘‘On the other hand, we have seen platforms hijacked and manipulated as evidenced by the steady rise in fake news and cybercrimes. ‘‘More recently, we are also witnessing the use of the cyberspace to manipulate elections, subvert the democratic rights of citizens as well as propagate violence. ‘‘In effect, the digital world has become the new frontier for both good and evil. Therefore, the challenge for world leaders must be to ensure that this space is inclusive, accessible and safe,’’ the President told the ninth edition of AIM, attended by world leaders in both the public and private sectors. The President used the occasion to reflect on the digital revolution in Nigeria, buoyed by impressive statistics on mobile phone penetration, technology hubs and the advent of young entrepreneurs attracting investments of over 100 million dollars to the country. His words: ‘‘In Nigeria, our mobile phone penetration exceeds eighty per cent. This means the majority of Nigeria’s one hundred and ninety million citizens are fully connected to this new digital world; especially our youth. ‘‘Sixty-five per cent or one hundred and seventeen million Nigerians are under the age of 25 years. These bright minds are the drivers of this emerging digital sector. ‘‘Today, Nigeria has close to ninety technology hubs and every day, new ones are coming up and they are all developing solutions for Nigerian, and indeed global problems. ‘‘Already, these young entrepreneurs have attracted investments of over one hundred million dollars. A sizeable amount from overseas including Silicon Valley. ‘‘As many of you from this region are aware, Nigerian start-ups always have a very impressive outing at the Gulf Information Technology Exhibition (GITEX). Many have won prizes.’’ President Buhari told the investment summit that as leaders in the public and private sector it was their responsibility to create the enabling environment for young people to flourish and reach their full potential. He shared the Nigerian experience: ‘‘When we came in 2015, we immediately agreed that any future economic growth must be inclusive. As the Nigerian youth population is fully digitalised, it is clear that the idea of having an inclusive economy cannot be achieved without digital inclusion.’’ The President announced that Nigeria was working on creating the largest digital database in Africa, with over thirty million Nigerians and legal residents already captured in the country’s digital identity system. Also, the President highlighted that Nigeria’s public sector reform programmes, from procurement to payroll to revenue collections, focus on digitising key operations. He said the recourse to technology and digitisation reinforces the administration’s objectives of improving efficiency, accountability and transparency in governance. On cybersecurity, President Buhari said Nigeria has taken the lead in cyber policing in West Africa, working with regional and global partners.

According to the Commissioner, the National Primary Healthcare Agency on behalf of the Federal Government carried out an assessment of the 9 pillars of the Primary Healthcare Under One Roof across the 36 States of the Federation to ascertain the level of implementation and Ondo State did well in all but one pillar, which is the Minimum Service Package ( MSP) where it scored 40%.This being the reason for the 5 day meeting. Dr Adegbenro added that to rewrite this unacceptable low score on MSP, the State commenced a stakeholders sensitisation meeting in January, this snowballed into the 5 day Costing and Planning meeting, meant to do a categorisation of Primary Health facilities in the State and cost the services for planning purpose. He outlined the 3 classes into which Primary Healthcare facilities will be categorised to include : Health Post (type 1), Primary Health Clinics (type 2) and the Comprehensive Health Center (type 3). The Health Commissioner revealed that the 5 day meeting is the second leg of steps put together to cost the MSP and it is meant to produce an all important document that will be presented to stakeholders at a later date. He said Ondo State came 14th in the last assessment of the Primary Healthcare Under One Roof but lacked in legislation and Minimum Service Package. In his opinion, if the State can improve in these two areas, it is likely to be among the 1st five States in Primary Healthcare Under One Roof score card 5 which will soon take place. Mr Tunde Ayoade who represented the UNICEF Chief of Field, Mr Tejinda Sandhu, said the State is in the right direction and doing well in the Area of Primary Healthcare Under One Roof. Earlier in his address of welcome, the Executive Secretary of the Primary Healthcare Development Agency thanked the Governor for upgrading the Board to the status of an Agency ,saying the Era of board for the Primary Healthcare is gone. Dr Akanbiemu said the State is one of the few States of the Federation that have completely met the requirements of what the PHC should be. He said after the 5 day programme, the State will be ready to fly higher as Primary Health facilities in the State would have been categorised into what service they are to render, what infrastructure they need and what it will cost to run them. The Executive Secretary explained the three categories into which Primary Healthcare facilities are to be : Healthpost; this should carter for 10,000 . Category 2, should have more human resources, buildings and facilities not available at the Healthpost.
