Business / Re: Terminal Operators Bemoan Frequent Changes Of Management At Maritime Agencies by pendy79: 2:28pm On Mar 22, 2015
The bane of Maritime Industry in Nigeria is the lack of stability and frequent change in the helms of affairs especially in NIMASA. in the last 6/7 years we've had Helen Usoro, Omatseye and Ade Dosunmu until Patrick Akpobolokemi came in.

The last three were and are not Maritime Professionals hence the mess the industry in. The Philistines, Turkey and Norway make billions of Dollars monthly from the Industry but our overdependence on oil is causing huge loss of revenue to the economy.

Really hard on Ship Owners and Terminal Operators when you keep hearing of different guidelines with every new DG.
Business / Terminal Operators Bemoan Frequent Changes Of Management At Maritime Agencies by pendy79: 2:23pm On Mar 22, 2015
TERMINAL operators have listed the incessant removal of management of government agencies in the nation’s maritime industry as one of the constraints they have been facing since they took over the port in 2006, saying such removals have been based on political patronage rather than professionalism. They said the attitude of the government was affecting policy implementation, as it does not encourage continuity and international best practice.

The president of the Seaport Terminal Operators Association of Nigeria (STOAN), Vicky Haastrub, said in Lagos few days ago that it was important to maintain stability within the agencies in order to encourage continuity in policy implantation for the growth of the industry.

Haastrub, in a good will address at a one day workshop to commemorate eight years of port reform, said the poor implementation of the nation’s Cabotage policy was one of the factors militating against the growth and development of the vital sector, adding that it combined with poor implementation of the international port state control policy to encourage the visit to the Nigerian port by “Aged vessels with archaic handling facilities”.

She listed other challenges facing her members as: arbitrary arrest of vessels at berth and attendant consequences; poor power generating system; friction among maritime statutory agencies due to overlapping functions and lack of national carrier capacity for the UNCTAD 40:40:20 carriage right

The terminal operators also condemned the proliferation of tank farms around the port locations, especially in Lagos, saying they are constituting security risk to the ports and their users. “Concentration of tank farms in the port environment has constituted serious security threat to lives and property, thereby precipitating imminent crises”
The leader of the port concessionaires also complained about the state of access roads to the ports, saying, “ there is over demand on road transport facilities”

The president of the Association listed other challenges militating against the smooth operations at the gateways to include inadequate provision of pilotage facilities, which reduces berth occupancy and utility rate; irregular sweeping of the habour bed, thus reducing draft and endangering vessels berthing; insecurity of vessels at the anchorage and water front of the harbours; Customs delay on ship pratique on arrival; inconsistent cargo release processes in the terminal and delays associated therein even, when goods have been duly released and cleared in line with the ASYCUDA++ concept

According to the STOAN president the concession ports have undergone transformation in the last eight years, as quay areas have been rehabilitated and reconstructed, while many of the inherited Terminals have been expanded.
She said improvement in the facilities could be seen in the rehabilitation of terminal access roads, provision of lightening, generating sets; rehabilitation of sheds and warehouses; reconstruction of drainages; construction of perimeter fencing and gate houses and improved workshop facilities of modern standards

The Terminal operators advised the government to focus on the maritime sector for alternative source of revenue in the face of the continued free fall in the prices of petroleum products

The ONLY federal university in the state was built by magnanimous Dr. Goodluck Ebele Jonathan.

I guess there should be no doubt in your mind that Buhari never knows what to do and wins the contest for grossly INCOMPETENT across board, not so

Never knew Buhari spent 6years as president not 20months, never knew all a government need to prove as developing a state is to name a university, last I check the Yar-Adua university which is state owned is not in Abuja.

A Government which earned the most in Oil receipts in 5years what the Country earned in 50years yet NOTHING commensurate in terms of INFRACSTRUTURE but gullible and unpatriotic citizens like you driven by ethnic bigotry thinks a MAN who could not deliver when Crude was averaging $100/barrel will now do magic when oil is selling lower than $50 today with no hope of rising again

Do you in your heart of heart like the NIGERIA you live in today?

I live in a society where most revenue comes from Tax receipts, Tourism and Exportation of goods and services. They have no crude yet the country and government work for its people.

How can any reasonable NIGERIAN support this lootocratic government? Do you watch Al-Jazeera with Lai Mohammed and Mike Omeri today? Pls use your senses man, those in power today don't care about you.

There many reasons why Buhari will lead a Nigeria with a very peaceful Niger Delta, but here are few:
1. Buhari has good intentions for the region and they too will be watch him closely on how he makes decisions that affect them.
2. Buhari is a man of action and not into jesting. If he says AAA, go to the end of the world, it will remain AAA.
3. People of the region are integral part of Buhari's administration. Every State in the region is well represented in APC inner circles.
4. The trouble makers and their foot-lets are well known.
5. Finally, the Niger Delta region have 2 simple choice - To become a war zone OR the Developmental Hub of Nigeria.

But one thing I must make clear, Nigerians will not remain an appendage of Failure just for fear we may hurt the ego and greed of Jonathan and his wife. The region needs to be developed and empowered, that is what Buhari is offering.

God bless Nigeria.

Nice write up.

What's the percentage of Yoruba or Hausa or foreigners that have been killed by Accidents or were rendered handicapped due to the bad nature of the road. One thing people fail to realize is that INEPTITUDE and INCOMPETENCE isn't selective of its victims. The immediate environment bear the brunt more.

Reminds me of the NAFDAC adverts where a fake drugs seller became a victim of his own vice when his wife went to his shop to pick drugs for their ailing only child in his absence.

The sooner we realize good leadership has nothing to do with the religion or ethnicity of the leader the better and quicker the Nigeria of our DREAMS is achieved.

Most commentary on thread know little or nothing about the politics in akwa-ibom.

Akpabio is Annang from Essien Udim and not from oron.
He is fighting a battle of survival right now in the state based on feelers I scoop from friends still there in Eket
He betrayed the Abak Senatorial ticket arrangement by picking up the ticket for Senate which have seen the 6 Ibibio local governments in the Ikot ekpene senate Zone to gang up against his candidacy and have chosen the APC candidate as their choice.

Akwa Ibom is built on a tripod of Ibibio, Annang and Oron with the Ibibios the largest bloc. The Oron with 5 local government are angry with akpabio for shortchanging them by giving an Ibibio man the ticket of the PDP in the state for governorship when it ought to be their turn. Attah is Ibibio, Akpabio is Annang hence the oron people had always felt 2015 will be their turn but akpabio killed their aspiration by imposing an unknown Udom Emmanuel on the state PDP hence rhe entire Oron nation is behind the APC candidate who hails from the largest voting bloc in the State, the Uyo senatorial district Nsit Ubium LGA, he equally picked an oron man as his running mate which have endeared his candidacy to the oron people.

With the way things are in Akwa Ibom, Umana Umana will not want a clean sweep by the PDP in the state on the 28th of March knowing that could affect his own chances too. So the polling unit will be well monitored and he will ensure there would be Agents of the APC on ground unlike 2011 where PDP had a field day stuffing ballot boxes with rigged votes.

The APC will have close to 40% votes in Akwa Ibom with the level of revolt against Akpabio in rhe state. The G-22 is equally a factor against Akpabio amd the PDP.

Politics / PDP BoT Member And Fmr Gov Of Akwa-ibom State Victor Attah Endorses APC by pendy79: 11:48pm On Mar 21, 2015
The former governor of Akwa Ibom state and Peoples Democratic Party (PDP) Board of Trustee member, Obong Victor Attah on Saturday attended the All Progressive Congress (APC) rally at Akwa Ibom and endorsed APC governorship candidate Obong Okon Umana against PDP candidate Emmanuel Udom in the forthcoming elections in Nigeria.

Attah told the mammoth crowd in live televised broadcast on NTA at Uyo where the APC grand rally took place that his decision to support Umunna was based on the desire for change in Akwa Ibom.

Attah said as a political leader in the state, he had to align himself with the majority of the people who want Umana as their governor.

He said despite the fact that he is a member of PDP it was his duty to identify with the wishes of the people of Akwa Ibom.

He also urged the people to vote for APC senatorial candidate who is contesting against the governor of the state, Godswill Akpabio who he accused of breaching the agreement of zoning in the state because of his selfish interest.

Also in attendance at the rally was founding member of PDP, Dan Etete who also enjoined the people to vote massively for APC candidates because they are the choice of the people in the state.

Etete urged the people to ensure that they vote and protect their votes by staying behind to watch the counting of their votes in various polling booths to avoid rigging on the day of the election.

It was not certain whether Attah and Etete have dumped from PDP to join APC but with the appearance of notable PDP members at the rally, it shows that there is a crack in PDP over the choice of their governorship candidate which they alleged was imposed against the wishes of the people by Akpabio.

For some it is never about competence or ability but his ETHNICITY.

If people within his immediate community cannot feel his presence then I am sorry for all the abuse I've thrown at the president. He wasn't practising NEPOTISM, he just DONT KNOW WHAT TO DO and is grossly INCOMPETENT across the BOARD.

If the YORUBAS ARE COMPLAINING, THE IGBOS ARE, THE HAUSAS ARE, THE IBIBIOS ARE, THE ITSEKIRIS ARE, THE URHOBOS ARE and all other ETHNIC groups are complaining of NEGLECT AND COLLAPSE OR NO GOVERNMENT PRESENCE IN THEIR LOCALITY, then where did he perform since his own OTUOKE community didn't benefit from him?

Politics / Insight: Why Nigeria's Restive Oil Region Will Only Accept Jonathan - YAHOO NEWS by pendy79: 11:29pm On Mar 21, 2015
BY TIM COCKS, OTUOKE, Nigeria (Reuters) - The most impressive building in Otuoke, Nigerian President Goodluck Jonathan's home town in the oil producing Niger Delta, is the multi-storey mansion complex he has built for himself and close family while in office.

A few hundred meters away, the street where he grew up is a jumble of rusting iron-roofed shacks. Down a dirt side alley, Happiness Ebi smokes fish on a charcoal barbecue, a staple in this swampy southern region.

"We haven't really seen much benefit since our brother became president, except the university," she says, referring to the shiny Federal University Otuoke, completed in 2011, that has about 1,000 students and nearly a third more staff.

"But there's no light, no water here. We're disappointed."

Yet she will vote for him again in a presidential election set for March 28. "Of course," she says, "He's our brother."

Her answer reveals why the delta, historically one of Nigeria's most marginalized regions although its oil provides three quarters of government revenue, could erupt again if Jonathan leaves office.

Otuoke, on the banks of a sand-colored river, does not feel particularly favored, although the few cars, well-clothed inhabitants and thriving petty trade show it is doing better than many places.

But having one of its own in the top job for the first time has helped pacify a region long incensed by a feeling of being left out of political power despite its oil riches.

"We have been oppressed, we have been sidelined, and we are the people feeding this country," militant leader 'Ex-General Pastor' Reuben Wilson told Reuters over a whiskey and Coke at his office in Yenagoa, capital of Jonathan's Bayelsa state.

Militants like Wilson fought for a greater share of the oil riches and fairer representation until an amnesty deal in 2009.

The deal provides militant leaders with multi-million dollar monthly payouts they are meant to share with their men. They also get lucrative government contracts. The amnesty was due to expire last year but payments were extended for fear of a backlash. Under Buhari both payments and contracts could end.

"With Goodluck as President we achieved what we are fighting for. It's our right. If they refuse us our right, by rigging the election, I don't think there will be peace," Wilson said, holding an 'appreciation award' from Miss Niger Delta 2010.

"HE WHO PAYS THE PIPER"

It is not only militants who feel it is the delta's right to field a president for another elected term despite an informal deal that power should rotate between north and south every two terms.

There is a broadly felt sense of entitlement to the oil riches that have fattened up corrupt governments but brought little to the region except environmentally catastrophic oil spills.

Nigeria's tensions are often seen as between a largely Muslim north and mostly Christian south. This contest between opposition leader Muhammadu Buhari, a Muslim northerner, and Jonathan, a southern Christian, does appear to fit that picture.

But in a nation the British carved a century ago out of peoples speaking 500 languages, rivalries are more complicated.

From the Niger Delta perspective, since independence in 1960, Nigeria has been ruled by two Christian Igbo easterners, a Middle Belt minority military ruler, two northern Fulani generals, two southwestern Yoruba rulers, a Hausa northern general, a Kanuri northeastern general and a Fulani civilian.

The only part of Nigeria that has completely missed out on this merry-go-round is the Niger Delta -- until Jonathan.

"Someone from the Niger Delta got to be president by accident, and despite it generating all the money, it is, or at least was, about as poor as you will find in any part of the country," said Antony Goldman, head of PM consulting.

Jonathan's critics say the delta benefits disproportionately from his presidency, but evidence does not stand up the claim.

The highway Yenagoa connecting to the oil hub of Port Harcourt is now so smooth traffic whizzes along it dangerously fast, but roads in other parts of Nigeria have also been fixed.

Jonathan's flagship reform policies -- power and farming -- have not hugely benefited the delta. Power privatization has yet to translate to more kilowatts on the grid anywhere, while reforms to farming, especially cutting corrupt middle men out of a state fertilizer scheme, has disproportionately benefited the north, where the vast majority of agriculture happens.

Even so, the mere fact the president is from the delta is enough for many to feel historic injustices are being righted
.

The north's parallel discontent at losing political power is in focus because of the Boko Haram Islamist insurgency that has killed thousands and destabilized Africa's top oil producer.

But if Jonathan loses an election that his delta supporters feel was not fair, or if he is pushed out by a faction within his party that opposes him -- Nigeria could well have two insurgencies on its hands.

"The bigger tribes ... feel they have the divine right to rule others," said Mujahid Dokubo-Asari, head of the Niger Delta People's Volunteer Force which pushed oil prices to record highs in 2004 with attacks and threats on the oil industry.

"Then one man from a tiny community in Ijaw comes. He's not Yoruba, Igbo, or Hausa. They can't bear it," he told Reuters in the opulent Bayelsa state government guest house.

"He who pays the piper must dictate the tune, and the delta has been paying the piper for so very long. If they make war, we can make war. We have the capacity to take what's ours.

The extent to which this is bluster will be crucial in determining how easy it will be to pacify the delta, and some analysts assume that a Buhari government would be able to buy off the ex-militants, some of whom, like Asari and Tom Polo, have become multimillionaires off government contracts.

About a month ago, the governor of Bayelsa state, Seriake Dickson, met with the militants in an effort to calm them down.

"I made it clear that the way forward is peace, and I wanted a commitment from them to keep it," he told Reuters over a lunch of peppered snails, yams and bean cakes in the capital Abuja.

"I know what their fears are, but they agreed to work with me to keep the peace. And I believe they will."
