Smuggling can be a source of chemical weapon, do you know the quality, content and the origin of that rice smuggled into this country, arms can be hidden in those bags....whatever is worth doing is worth doing well. While the local production is on going in small capacity, import to compliment , until local production is more than enough, then you can stop importation.
