Let me add to your suggestion ... the distribution companies should ensure all metered electric consumers are unable to bypass their meter by deploying the latest technology. Work with Lagos state government on the use of mobile courts to ensure that any consumer that tempers with his/her meter receives court judgment same day.

As of now, meters won't favour the companies.
Without meters, the discos can generate a certain amount of money via estimated billings but if houses are metered and a pipeline is blown in the Niger delta, then the income for the discos isn't guaranteed.

Also without billing, you pay for low current but with smart meters, your account doesn't read with low current.

You are not getting the reason behind the rejection and you are therefore missing the point completely.
If the Gencos due to blown up pipelines cannot generate power, they won't be in a position to send any Invoice to the Discos for settlement.
If they are supplied with enough power and they know their cost, they only simply add the margin and bill the consumers for what they consumed, therefore the more power they can wheeled to people's houses, the better for them.

You need to know the value chain involve to understand the issues

Gas Producers ------> Electricity Generating Company ------> Transmission ------->Electricity Distribution Company ------>Household and Industrial consumers.

The Discos are more or less a collecting agent for the Gencos (for a fee)

You are right on that. Some of them are already following this suggestion of yours. The prepaid metre installed in my house has a transmitter that transmit all activities on it directly to Eko Electricity Distribution company. Even if the cover is opened, a light comes up on its indoor unit and this is also transmitted to their office. They also installed the device high up an electricity pole. and covered the input and output cables to some extent. And stated that any tampering to the input and output cables will be transmitted to their office. I was even surprised to see that the meter uses a sim card.

This coupled with frequent inspections will reduce electricity theft to some extent. Unless their is sabotage on the part of their employees.

This is the technology that Ikeja Electricity distribution is deploying now, and those areas already deployed enjoy considerable amount of power daily.

The reason is simple.
Any Disco that cannot reasonably and effectively metered the electricity it distributes will not be able to pay the Gencos and will just keep accumulating debt. The issue is worsened now with the fact that 1, estimated billing is becoming difficult to collect, 2, it's almost now illegal to disconnect owning customers.
The ultimate solution is to METERED ALL ELECTRICITY CONSUMERS.. Anything outside that will not work

It's virtually impossible to by-pass the type of new prepaid meters Ikeja Electric is using now.

Now I know why those in my neighborhood with the new pre-paid meters have uninterrupted power supply while those of us without such meters have virtually none.
