In its first reaction to the impeachment threats against President Umaru Yar’adua, the Presidency last night told Daily Trust that a mere collection of signatures is not enough to remove the president from office.

The House of Representatives last week threatened to impeach the president because of his failure to strictly implement the 2009 budget, and a leader in the House at the weekend said proponents of the impeachment bid are sure of 100 automatic signatures of lawmakers to effect the removal of the president.

But Special Adviser to the President on Political Matters Senator Polycarp Nwite yesterday said the collection of signatures is not the only requirement for the impeachment of a president.

Speaking to Daily Trust by telephone in what was the first response from the presidency since the House issued the impeachment threat last week, Nwite said constitutional processes will have to be duly followed by the lawmakers, principal among which is the establishment of clear impeachable offences against the president.

He, however, described the action of the lawmakers as the “beauty of democracy” where stakeholders are entitled to their views on issues without hindrance.

“There is a procedure spelt out in the constitution,” he said. “If the president has committed impeachable offences, they will bring them up. But collecting signatures is not the only thing.”

He added that the way people express themselves freely is an indication that Yar’adua has shown determination to practice democracy “to the fullest.”

Minority Leader of the House Rep. Mohammed Ali Ndume (ANPP, Borno State) was quoted at the weekend saying 100 members of the House have already signified intension to append their signatures to an impeachment notice, should the President fail to fully implement the 2009 budget.

He said the impeachment notice is likely to be served on the president soon after the House resumes from recess, which it will start next week.

Last week, the House accused the Presidency of selective implementation of the 2009 budget and threatened to invoke sanctions on Yar’adua should he fail to implement the budget as passed by the National Assembly. . . . . . . . .
