It's saying not allowed. I have done semester registration. Many of those whose bane appeared in the first list released in AUGUST 2019 seem to have their portal closed.

D same thing was said on my portal. At first i thought my portal had been closed,but after trying twice, my portal opened even though my name is on the recent graduation list. you can retry or see ur Study centre ICT guy.

finally I was able to get rid of the negative balance and paid the actual -3700 i own noun. i WS so in hurry yest paying to the bank as well as crediting my wallet and printing same wen I don't kn wen my portal will b shut down since my name is on graduation list. At the end, I ws able to print my wallet devoid of negative balance!
