Go to your C: drive, delete $WINDOWS.~BT and $WINDOWS.~WS. If you cannot see the files ensure you enable your system to view hidden files. After deleting try running again.

You don't have to use Windows store or Windows update. Just head over to Microsoft's website and download the media creation tool. The media creation tool would download Windows. You can use Simple server. And don't be perturbed if your connection goes off, it would continue when your connection resumes.
