Jonathan gets approval to borrow $1billion to fight Boko Haram

The Senate on Thursday approved a request for external borrowing of not more than N1 billion dollars by President Goodluck Jonathan to tackle security challenges in the country.
This followed the consideration of the report of the Joint Committees on Finance, and Local and Foreign Debts on the loan request at plenary in Abuja.
The Chairman of the Committee on Finance, Ahmad Makarfi (PDP-Kaduna), who presented the report, said the facility was not a cash loan but supply of military hardware to be paid over seven years.
He said in view of the urgent need to restore normalcy in the country and since the loan did not attract interest, Nigeria should take advantage of the opportunity.
According to him, the requested loan was for helicopters, ships, armament and hardware.
“The 12 nos. M135 Helicopters being requested for now are appropriate for the nature of the operation and the terrain.
“Belarus has accepted to give helicopters on the condition of instalment payment over a seven-year period.
“Other hardware, armament and equipment will be bought on the same terms from other European countries,” he said.
Mr. Makarfi further said the joint committee discovered in its findings that the number of helicopters in the fleet of the Nigeria Air Force was inadequate for effective deployment.
He said the reason for inadequate helicopters was due to inadequate funds for maintenance and recent burning of two helicopters by insurgents in Maiduguri.
He further said that no new helicopter had been added to the fleet since 1998.
The News Agency of Nigeria (NAN) reports that the senate, however, went into a rowdy session prior to the approval as the lawmakers were divided over the matter.

What could have been a major disaster was averted just by divine providence in Owerri, the Imo State capital when a pedestrian bridge built by Governor Rochas Okorocha at Heroes’ Children’s Park, opposite Concorde Hotel, collapsed under the governor.

The incident, which happened when the governor stopped over on his way to the NUJ Governorship Debate to interact with some students of Development Comprehensive Secondary School, Owerri, who were around the park when he came, caused a stir among on-lookers and passers-by.

Trouble however started when the governor took the students up the bridge to teach and inspire them on how to become leaders.

No sooner had the governor started the teachings with the students when the bridge caved in with the iron bracing of the bridge cut under the weight of the governor and the students and the students panicked and started shouting “Jesus! Jesus!!”, while the governor feigned ignorance of the situation even as his security aides rounded the spot to help him down.

Our correspondent who was there reports that when the incident happened, the governor’s aides, especially the members of the security operatives, who were visibly shaken, started shouting to the students: “Jump out!, get down!, jump out!” and the students jumped out from the bridge and ran for dear lives.

In the midst of the melee, the governor said “we’re too many here, please jump down”.

Our reporter can report that this was the first time the bridge was being used since it was constructed two years ago by Governor Okorocha.

It would be recalled that Akachi Road Bridge and several buildings (including the multi-million naira Imo Film Academy, a new security gate being constructed behind the main entrance gate to the Government House; office complex being constructed in the Imo State university campus, Owerri as well Princess Hotel Okigwe) constructed by the governor in the state had collapsed raising questions about the standard of such projects.

Luck was in favour of Orji Primary School pupils in Owerri North Local Government Area of Imo State as a section of their school building collapsed when they were on holiday.

Report Maka Ndigbo from Owerri, Imo State capital, stated that pupils of the primary school, last week, were spared of what could have been a massive disaster when a 12-classroom block building collapsed during a rain storm.

Maka Ndigbo gathered that the collapsed building was one of newest structures at the primary school. However, no life was lost in the incident as pupils and their teachers were on holiday.

People, who visited the site of the collapsed building, told Maka Ndigbo that what could have been a serious and unfortunate incident was averted by the fact that schools in the state were still on holiday when the incident occurred.

The Orji Primary School is said to be accommodating several hundred pupils and teachers.

The issue of collapsed building in the country, according to some eye witnesses, is not new, but that a newly constructed building by the state government to collapse due to rain storm indicates a bad job by the contractors.

Imo State government has been severally accused of doing inferior jobs in the state as some of the roads the government constructed have been nicknamed “China Made’ which connotes non-durability.

The roads constructed by the state government are known to have been washed away by the first rains.
Close observers say that the state government normally award road contracts to those who know little or nothing about road construction. And the contractors, they say, often turn out to do shabby works as expected.

Some people also believe that non payment for jobs done by the government may be responsible for shabby deals by the contractors.

According to tenants who live near the primary school, the school building collapsed due to the impact of a heavy wind storm and rain fall last weekend.

While there was no casualty recorded after the incident, members of the community expressed dismay over the collapse, saying it was a bad statement on the image of the state government.

The roof of the one story collapsed building was shattered, splitting the building into two.

A civil engineer, who pleaded anonimity, told Maka Ndigbo that most of the buildings were not well constructed.

He also accused the civil engineers in the state Ministry of Housing, who were supposed to supervise the construction work on the building, of negligence.

He said: “Government should look into construction of buildings. These buildings must be built based on certain standards so as to withstand strong wind and rain storm. Sadly, some Engineers act in ignorance of basic and key building principles”.

The collapsed school building was one of several others built in some wards in the state by the government under the free education programme of the state.

There are fears now over what happens to pupils and their teachers who are supposed to go back to the buildings when schools reopen later this month.

Some parents, who spoke to Maka Ndigbo, were of the view that government should assure them of the safety of their children in those schools after the vacation.

A Federal High Court sitting in Owerri on Friday ruled that Dr Uche Ogah, who was recently presented with a Certificate of Return by the Independent National Electoral Commission (INEC) as the legitimate Governor of Abia State, is not “eligible to enjoy the outcome of the PDP primary because he rejected the result of the primary”.
On the claim that Ikpeazu was not properly taxed in the year 2011, the Court noted that it was not the position of Ikpeazu, but that of the tax official to determine how he could be taxed.
The Court maintained that since the issuing Authority (Abia State Board of Internal Revenue) was not joined in the suit nor an expert engaged to ascertain the authenticity of the document it would be unlawful for the court to rule in favour of the Plaintiff.

Ikpeazu cleared of Tax evasion allegation
A Federal High Court sitting in Owerri on Friday ruled that Dr Uche Ogah, who was recently presented with a Certificate of Return by the Independent National Electoral Commission (INEC) as the legitimate Governor of Abia State, is not “eligible to enjoy the outcome of the PDP primary because he rejected the result of the primary”.
The Court also dismissed a suit filed by Chief Friday Nwosu, seeking to remove the Abia State Governor, Okezie Ikpeazu for allegedly presenting a forged Tax Certificate to his party, the People’s Democratic Party (PDP).
Nwosu a guber aspirant on the PDP platform during Dec.8, 2014 primary approached the Court praying that he be declared Abia Governor on the grounds that Ikpeazu was not qualified to represent the PDP during 2015 election.
Delivering judgment on the suit, the presiding Judge, Lewis Allagoa, stated that the Plaintiff through his Counsel failed to justify his claim that the Tax Certificate submitted by Ikpeazu was forged.
Allagoa noted that aside looking at documents in litigation, proving a forged matter requires adequate clarification and additional proof by experts before a forgery claim can be established by law.
On the claim that Ikpeazu was not properly taxed in the year 2011, the Court noted that it was not the position of Ikpeazu, but that of the tax official to determine how he could be taxed.
The Court maintained that since the issuing Authority (Abia State Board of Internal Revenue) was not joined in the suit nor an expert engaged to ascertain the authenticity of the document it would be unlawful for the court to rule in favour of the Plaintiff.
On the third relief sought by the Plaintiff, seeking to dismiss the claim to the governorship position by Dr Uche Ogah, the Court ruled in favour of the plaintiff, noting “Ogah is not eligible to enjoy the outcome of the PDP primary because he rejected the result of the primary”.
Allagoa had earlier favoured Nwosu on two other grounds; that the originating summons filed was properly filed and that the Federal High Court has jurisdiction to hear the pre-election suit.

Reacting to the judgment which lasted more than two hours, Dr Livy Uzoukwu (SAN), J.T.U. Nnodum and Theo Nkire who represented the Independent National Electoral Commission, PDP and Ikpeazu respectively said that the judgment was a landmark one.
Nkire specifically commended the Justice for his industry in reviewing all issues raised by parties and at the end gave a sound judgment that would be hard to fault elsewhere.
Mr Francis Unyimadu, the plaintiff counsel also thanked the court for the judgment and added that his client will critically look at the judgment and known what next to do.
Meanwhile moments after the ruling, supporters of the Abia Governor, who attended the court in their uniforms were dancing and singing songs of thanksgiving for the victory which they said had adequately addressed the recent distractions to the Governor.

Two Igbo lawmakers in the National Assem­bly, Senator Chuk­wuka Utazi and Hon Chris Azubogu, have restated their opposition to the Nation­al Grazing Reserve/Ranch­es Bill.
While Senator Utazi cautioned the Federal Gov­ernment against acquiring lands for cattle rearers with the tax payers’ money be­cause it negates the spirit of entrepreneurship, Hon Az­ubogu, said that he would vote against the Bill in the House of Representatives.
Senator Utazi, who rep­resents Enugu North Sena­torial District in Enugu State told The AUTHORITY on Thursday that since cattle rearing is a private business venture, it will be wrong for the Federal Government to buy grazing lands for herds­men under the guise of es­tablishing grazing reserves or ranches in the country.
The lawmaker, who pro­poses the Cattle Movement (Control) Bill 2016, said the Bill is designed to re­store people’s confidence in herdsmen by making them accountable for the damage done by their cattle in their attempt to provide pasture for them.
Utazi said that he had taken time to examine the source of incessant clashes between herdsmen and the host communities and dis­covered that the inability of the cattle rearers to take responsibility for crops de­stroyed by their cattle had always given rise to such conflicts.
He said: “Our people are more hospitable to strangers than their own relations but this gesture has been taken for granted and that is why since the militarisation of cattle herdsmen by their em­ployers who, instead of giv­ing them sticks with which to chase their cattle, have given them AK-47 and these people who used to negoti­ate with our people if their cattle decide to feed on peo­ple’s crops, have become de­fiant.
“The situation now is that if you complain, you will be shot dead. If your wife goes to the farm to work, she is raped. Our women and children can no long go to the farm to fetch firewood or go to streams to fetch water, they are raped”, he lamented.
Hon Azubogu, who rep­resents Nnewi North, Nnewi South and Ekwusigo Local Government Areas of An­ambra State, said he would vote against the bill on the floor of the lower House.
In an interaction with journalists in Nnewi, after inspecting computer labora­tories in three schools in his constituency where he has attracted about 200 com­puters, the lawmaker said that the bill which sneaked into the National Assembly has been condemned, add­ing that it is not in the inter­est of his constituents.
Azubogu said that the bill will fail because of the rejection it has received across the country and that the lawmakers as represent­atives of their people must vote in line with the expec­tations of their constituents.
“What my constituents want is ranching bill and not grazing bill, we will work to­wards that at the appropri­ate time though I must state that we have to be tactical while pursuing that”, he said.
