TALKING POINTS FOR PLATEAU STATE GOVERNOR, HIS EXCELLENCY RT. HON. SIMON BAKO LALONG AT A MEDIA BRIEFING ON THE PROGRESS REPORT ON THE FIGHT AGAINST THE CORONA VIRUS PANDEMIC (COVID-19) 6TH APRIL 2020.
PROTOCOLS
1. Since the outbreak of the pandemic, the government constituted a monitoring and enforcement task force under my Chairmanship. The Task Force has the following sub-committees:
i. Awareness and advocacy
ii. Medical Facility Management and Health Services
iii. Enforcement
iv. Border Management and Traffic
v. Secretariat and Logistics
2. A situation room was also created under the Secretariat and Logistics Committee to collate information and monitor activities of the various committees and the Local Governments.
3. These five sub-committees were replicated in each of the 17 Local Government Areas with the Executive Chairmen heading the Central Committees.
4. The Covid-19 Taskforce under my Chairmanship meets every day to receive briefs, analyse and review strategies of the entire response.
5. We had set ground rules for general observation e.g. sanitation and personal hygiene; crowd control of not more than 50 people; maintaining of social distance of 2 metres and 5 metres apart for traders selling food items.
6. I also undertook a facility tour of Plateau Specialist Hospital, Jos University Teaching Hospital and Bingham University Teaching Hospital to assess the state of medical facilities and capacity to respond to Covid-19 pandemic.
7. After receiving complaints on insufficient respirators and other essentials, I immediately directed the purchase of some ventilators, which are being received at the moment.
8. We also purchased Personal Protective Equipment (PPE), Monitors, Infrared Thermometers, Oxygen, Concentrators and other essential drugs. We are looking inwards to improve what we have on ground.
9. In particular, one of our sons who has continued to make in-roads in innovation, Engr. Jerry Mallo has been engaged to produce ventilators while the duo of Engineers Nura Jibrin and William Gyang have resuscitated broken down ventilators at JUTH. We are grateful to them.
10. We are also taking steps to establish more Covid-19 Isolation Centres in Pankshin and Shendam to cover the other Senatorial districts in the State.
11. In line with the Federal Government Directive, we propose to establish a 300-bed Treatment Centre to be located at the Riyom General Hospital and the State NYSC Camp.
12. The State Emergency Operation Centre at the Epidemiology Centre Jos, was activated and is now functional.
13. Information and Sensitization Committee had embarked on dialogue and interface with Local Government Chairmen, Traditional, Religious and Community leaders to get them on board in the fight against the disease.
14. In the course of implementation, all markets were closed except those selling food items, pharmaceuticals and other essential items. We also put a ban on all anniversaries and cultural festivals.
15. Vehicles were also restricted to carry 1, 4 and 6 passengers (i.e. Keke Napep, Cars and Buses) respectively.
16. So far, we have recorded 48 suspected cases which were investigated and all found negative. Total discharge from self-isolation are 25 while 8 are still under surveillance. Our surveillance team already in place will continue to be vigilant in identifying cases.
17. We had established checkpoints at entry points to the State to enable health officials conduct preliminary screening of commuters.
18. Based on further developments, we announced the closure of all border routes to the State, which took effect from 29th March 2020 to further strengthen the capacity of our health officials to concentrate on the situation within the State.
19. Monitoring and Enforcement is still going on and we are recording substantial compliance. However, the few cases of disregard for the order are being handled by the security agencies.
20. With all these, Government has concluded plans to carry out a State-wide fumigation exercise which will cover Jos-Bukuru Metropolis and all the 17 Local Governments Areas of the State.
21. To this effect, I am directing a total lockdown, effective 12 midnight of Thursday 9th April 2020 to 11pm of Wednesday 15th April 2020.
22. During this period, there will be no movement of any kind except for staff on essential duty. These include:
Security Agencies; Medical and Health workers; Power and Energy Staff; Fire Service; Media; Telecom Operators; Fuel Tankers.
23. At this point, let me express our deep appreciation to Corporate organisations and individuals that have so far contributed to the Plateau Covid-19 Endowment Fund both in cash and in kind.
24. We thank Grand Cereals, NASCO Group of Companies; Zuma Steel West Africa; Nigerian Veterinary Medical Association; ASUU University of Jos Branch; Senator Hezekiah Dimka; Mees Palace; Godiya Hotel Heipang; Bar. Pius Akubo (SAN) and the UBA for their various contributions.
25. In all the operations so far, a number of challenges have arisen which we are working hard to address in conjunction with key partners including the Federal Government.
26. Some of the challenges include lack of at least a Diagnostic Centre despite the State having Grade 3-4 Diagnostic Centres. We are liaising with the National Centre for Disease Control (NCDC) to ensure that Plateau State to get a centre soon.
27. We need more Personal Protective Equipment, which we hope to also complement by producing locally.
28. Because of the enormity of the challenge we are facing, the State is liaising with the Federal Government with a view to implementing palliatives from to deal with the pandemic.
29. As I ask our citizens to continue cooperating with us in these difficult times, I wish to commend them for their patience and resilience. Working together, we can overcome this monster that is ravaging the world.
30. I also wish to commend citizens who are using the Covid-19 Plateau Platform in reporting incidences directly to the situation room, which has enabled Government to take timely action.
31. The media has also played supportive role and we appreciate your efforts.

32. Thank you.

Health / COVID-19: William Gyang & Nura Jibrin Repair 3 'Scrap' Ventilators In Jos by PlateauNews(f): 9:35pm On Apr 01, 2020
As the Covid-19 pandemic rages on, many have succumbed to the temptation of the blame game. They blame government, health workers and others for the lack of adequate preparation to fight the COVID-19 pandemic.

They forget that blaming others at this point will not help us as the scourge is already upon us. However, there are still some who are thinking of how or what they can contribute to this fight with their skills.

One of such persons is Williams Gyang .

As we get worked up with the inadequate number of ventilators we have, he called to tell me how he wants to construct a ventilator to increase the numbers we have in Plateau State.

Being that he was no health personnel, he wanted to see how a ventilator operates and if he could get some parts from spoilt or "scrapped" ventilators.

We went to the Jos University Teaching Hospital(JUTH) and thankfully, the JUTH leadership gave him a chance. He was shown ventilators that were spoilt and even considered as "scraps".

To cut the long story short, himself and his friend Nura Jibrin were able to fixed 3 ventilators that were not working before.
This increased the number of ventilators in JUTH to 6.

In a resources limited setting like ours, this is no mean feat. What Williams Gyang and Nura Jibrin did is what I pray every Nigerian will do. This pandemic calls for unity among us in order to win. Think of what you can contribute to this fight against the pandemic with your gifts or skills. This pandemic is on us and blaming government will not help us.

I write this to celebrate Williams Gyang and Nura Jibrin who are motivated to live a life of contribution and make a difference in the society.

They are not thinking of material gain but seeking to make a difference on humanity.

I am appealing to Plateau State Government to look within to get a pool of innovators, artisans, scientists and researchers to help in this fight against COVID-19.

In addition, I want to profusely thank the CMD (Prof Edmond Banwat) and CMAC (Dr Pokop Bupwatda) of JUTH for taking a chance on Williams and Nura.

WHAT CAN YOU DO FOR YOUR STATE AND COUNTRY?!
- Dr Daniel Meshak

TV/Movies / Nigeria And Spain Set To Tackle Gender Based Violence Through Film Documentaries by PlateauNews(f): 10:10pm On Jan 21, 2020
The Nigerian Film Corporation and Spain through the African Women Foundation are fine tuning plans to begin the production of a documentary series that will aid the fight against women violence in Africa.
The Managing Director and Chief Executive of the NFC, Dr Chidia Maduekwe met with the President of the Foundation who also was the former Vice President of Spain, Madam Theresa Fernandez De La Vega at the Spanish Embassy in Abuja to discuss modalities for the project.
They were in the company of the Spanish Ambassador to Nigeria, Mercelino Cabanas Anesorena who described Nigeria as great country with rich culture.
The NFC and the African Women Foundation are concerned about the plights of women who suffer violence of any form and are set to deploy the potency of film medium (documentary) in addressing the menace.
Under Dr Maduekwe, the NFC has sought national and international partnerships aimed at solidifying the gains in the Nigerian motion picture industry with a view to creating better opportunities for film makers in the country to up their trade.
Just last last week, the MD was in France where he signed a Cooperation Agreement between the NFC and the French centre national du cinema et de L'omage animee (CNC) that covers Film Heritage, Artistic Cooperation, Institutional Exchange, Distribution and Exhibition.

Science/Technology / Jos Zoo: Escaped Chimpanzee Returned To Its Cage Safe, How It Happened by PlateauNews(f): 12:17am On Jul 14, 2016
The escaped Chimpanzee at the Jos National Museum has been lured back to its cage safe and sound.

Early hours of Tuesday 12th of July, 2016 two Chimpanzees from the Jos Zoo situated at the National Museum and Monument escaped their cage harassing passersby at the Museum premises.

One of the Chimps returned to its cage leaving ‘Jack’ as the Chimpanzee is called running around before leaving the zoo premises to West of Mines neighborhood close to the zoo.

The frightening animal finds refuge on a tree in a residential compound after injuring a zoo worker who tried to capture it. The worker was treated for minor injuries at a nearby hospital.

Men of the Plateau State Fire Service were called to capture it using water canon which failed. The three branch he was perched on was cut down and it fell then disappeared into the thick bushes close to the zoo.

Source: https://plateaunewsonline./2016/07/13/jos-zoo-update-escaped-chimpanzee-returned-to-its-cage-safe-how-it-happened/

Jack however returned to its cage this morning tired and hungry with bruises all over its body including a missing finger nail.

PNO gathered that the two Chimpanzees were able to escape by repeatedly hitting their cage which was weak as a result of rust. A welder was seen at this afternoon welding the weak parts of the cage.

A source disclosed to us that this is not the first time they were able to escape however it was the first time it attracted attention from the general public.

The visibly exhausted animal can be seen relaxing and eating its favorite meal of Bananas, Sweet Potatoes, Cucumber and Garden Eggs.

All efforts to get the officials of the Museum to comment proof abortive and the authority of the National establishment is yet to issue any formal statement on the incident.

Politics / Story Of My Alleged Loss Of N5bn To Fraudsters In Dubai Laughable - Gov Lalong by PlateauNews(f): 11:29pm On Jun 27, 2016
Governor Simon Lalong of Plateau State has dismissed as laughable, malicious, mischievous and a figment of the writer’s imagination, a story credited to an online media outfit, MegaNews, alleging that he was recently duped of the sum of five billion in Dubai in an attempt to buy property there.
Reacting to the allegation, the Senior Special Assistant to the Governor on Media and Publicity, Mr Mark Longyen, in a statement on Monday, described the story as a “mere piece of thrash and sheer balderdash that should at best be pooh-poohed with a wave of the hand and consigned to the dustbin of oblivion or simply ignored by reasonable people.”
The Governor’s Spokesman stressed that “ordinarily, the Governor would have ignored such gargantuan and malicious falsehood which, if read between the lines, is clearly the handwork of his detractors and opposition political elements desperate to paint him black, but has chosen to respond to it in order not to give traction and credibility to such brazen falsehood and to clear the air for the sake of some gullible members of the public, who might innocently swallow this bait hook, line and sinker.”
Longyen warned that running an obscure online media outfit like Meganews was not a cover or outright licence for the said medium and opposition political elements to hide under it and conspire to attack and malign the reputation of a serving Governor, adding that such defamatory and libellous stories carry legal consequences, which the culprits may soon face.
“The Governor, therefore, denies this wanton, malicious and mischievous report in its entirety and challenges the authors of the story to produce and publish documentary evidence, if any, from the records of their investigation and show proof as to when and where the five billion naira Dubai property transaction took place, which bank was used, as well as all the parties involved, failing which they will face the music as relevant security agencies will be called in to investigate the source of the story,” Longyen said.
The Governor’s media aide noted that the online platform’s allegation that the Governor lost the whopping sum of N5billion of public funds to fraudsters, “according to the information being discussed openly in public centres, and the said amount was intended for the procurement of choice property for the Governor in Dubai,” was most ridiculous and laughable and indeed the worst kind of armchair journalism, lacking in credibility, objectivity, balance and fairness, which are the basic ethical tenets or requirements for what can be passed as a story.
The statement further wondered what kind of a professional journalist would credit the source of his story‎ to information he/she claimed to have only picked “from an open discussion at a public centre,” if the author is not a quack and a harbinger of a hatched job aimed mainly to impugn the integrity of the governor and bring him to disrepute.
He, therefore, admonished the general public to beware and not fall victims of such malicious reports emanating from such unregulated online media outfits that may be sponsored and disseminated by past government officials who are being investigated for corruption, whose sinister motive is to take the state back to the dark days of its recent past that was characterised by wanton corruption, intermittent chaos, conflicts and crises.
Signed.
Mark Longyen
SSA To The Executive Governor on Media and Publicity.
