IGR effectiveness does not have to do with management, cos the word management has several definitions, each depending on how you view it?
Higher IGR simply shows how effective and efficient your tax collectors, accrued with revenue ventures.

Now lemme educate you, Lagos state has the numbers (adults) in terms either working ( federal parastatals, state workers et private entities) couple with a whole lotta companies, businesses ( shops, examples, Tb square, trade fair et all) who must pay task. All these accrued together generated the largesse of sums (IGR) logos generates. The meaning of IGR is internally generated revenue not money circulating kido.

Reason why lagos state yam seller would earn more seeking yam so base on demand and supply? Hope you remember that? Et other economic factors coupled.

Now back to kwara, most Kwarans are government workers and federal workers which aids in accruing their IGR cos of task per head. Why majorly in the north their are mostly vast in business at others. You don't expect these states to be at par with in Lagos with what I have started above.

Emphasis is on mismanagement by this thieves, what have they done with the IGR and allocation collected each month?

I skipped several things which I'm sure you know,one of which is the IGR ( internal generated revenue)..where does it comes from like you said..from Tax and few other coperation and investment owns by the state government.
Who do the government Tax..everybody ,from direct and indirect tax (VAT)
Why does a high IGR shows government effort?
1.Surely you can't collect tax from someone you haven't emoloyed.
2.private workers won't be in your state if you haven't provide a good atmosphere to accommodate the company.
3.doing the extra thing to get those company in your state.
4.if IGR isn't a proper way to show government efficiency,...why can't Kastina or Ekiti Start raking in that much money since its all about taxation.
5.you can't collect Tax from the Salary you're not paying.

Why I said IGR is the money circulating in the Economy.
Where else does all those money goes to...yes within the state for different project.

Who are the beneficiaries of the IGR.
The residence and the company in the State....Lagos IGR is so much that Ogun state is benefiting...people working in Lagos and living In Ogun... maybe not through direct tax... but you're bringing in Lagos money to their state. .it's Empowerment.

There are state where you will be selling one tuber of Yam for 500 Naira and you might sell less than 20 daily... In Lagos you will sell the same size for 1k and sell 50 or more (the truth is you'll spend the money the way it comes too)

Head and tail of this while story is that IGR is a good and direct indicator to score a Government.

If security fails....the IGR drops...company go run ,even indigent go run.
If social amenities fails..IGR go drop.
Bad road Network...IGR go drop.
Bad policy...IGR drop...

Why was Lagos Immune to recession ( just Google and you'll clearly see Lagosians were not affected like others)... The answer is simple... The IGR is a whole lot of money which flows around within the state... when you sell corn in Lagos you'll be richer than Yam seller in Kwara state and when you sell groundnut in Kwara you will be richer than a meat seller in Kastina state....
