The do not receive constituency allowance. It never goes into their account, the ministry of works pays it to the contractors.

Their job is to suggest projects and contractors. Even the awarding of such contracts is dependent on the approval of the ministry

So that means he suggested such ridiculous project to be executed so as to have the balance remain for him. .
