What sort of comment is that? If the majority are not happy with him then how would he win Kwa? By rigging?

APC use the word "hate" a lot. Meanwhile, their era is the first time anti people policy decisions spiraled into genocidal proportions. They hate a large proportion of the Nigerian populace, to the extent of border blockades, food embargoes, arms control for innocent people being killed,kidnapped and terrorized, while the culprits bear arms with bravado, even to the point of being released when caught red handed.
MEANWHILE, AS SOON AS THERE IS CRITICISM, THEY BRING OUT THE WORD "HATE."
GOD WILL HAVE THE FINAL WORD.

As for Desmond Iscariot, he can still redeem his image. A one storey block of 5 classroom up and down shouldn't cost up to 6m, in the absence of corrupt practices, so let him select 5 schools in Surulere, and carry out such project. Atleast, his image will be redeemed gradually.

My local government chairman in Orile Agege is building a wonderful health centre along Ipaja road (close to Iyana-Ipaja), how much more someone in Desmond's position

Educate yourself Oga Ade, they receive constituency allowance. It was formally given every 3 month but the duration has been reduced to monthly.

Constituency allowance is what makes their take home swell that's why its called jumbo pay. It comprises of many allowances such as newspaper allowance, domestic staff allowance, wardrobe allowance, travelling allowance and every other allowance you can think of.

Constituency allowance is different from constituency project which is equal amount of money budgeted to all States of the federation including FCT to be allocated to all constituency within that state for project. The legislator influence type of project, contractor and location of the project which gives them opportunity to get certain percentage of the money

Its not just about the statutory duties here, every honourable/senator has a constituency project duely allocated for yearly. its there own form of SR i.e social responsibility.
so its not out place when people make demands or ask for a better project. building such bridge & toilet in a developed place like surulere is a big shame to desmond credence. from time immemorial naa middle class + rich class dominate that axis. check the rent

Anyway, to answer your question, not every comment is to be taken literally. If you are familiar with Twitter, you'd know that Desmond Elliot regularly trends there as the butt of several jokes, chief among them being the one held responsible for everything that goes wrong with everybody and everything in Nigeria. I guess this came about because of his not so impressive "projects" commissioned in his consistuency and of course his endsars debacle which he was never really forgiven for.
