Not true. Boko haram was in existence for many years just like any other religious sect before an unfortunate event turned them into terrorists. Was it not after Shi'ites altercations with government that government ban them and labeled them as a terrorist organization? Before then government knew about them and even solicit for their support during elections. Same thing happened with boko haram. So it is not about anybody forming them for any sinister reason. Things simply got of out control in an unpredictable manner
