The problem here is not the statement from the Federal Government but it's actual meaning, looking at the motive behind the statement you will understand they meant banning Twitter indefinitely but like always they didn't come clean in stating their point so that it will be so easy for them to debunk it tomorrow when they are summoned as false news and point ESN and IPOB or even PDP to have hijacked Federal Government Twitter account.

Yes so that Jack the Twitter guy can see it before the full implementation. He love his country America and deleted a lot of twits that encourage the invasion of the Capitol Hill. Tanzania, India, China, Uganda, Saudi Arabia, UAE and many developing countries suspended them and heaven did not fall. Let them pay the fine and follow the ethical rules if they still want to continue to operate in Africa largest market Nigeria.

The government would just tell all ISPs not to allow their subscribers to use Twitter. So, Twitter usage can be effectively blocked.
