The Federal Government on Tuesday confirmed that Twitter has formally written to seek for dialogue on issues leading to the indefinite suspension of its operations in the country.

The Minister of Information and Culture, Alhaji Lai Mohammed, confirmed this when he featured on “Politics Nationwide,’’ a Radio Nigeria call-in programme monitored by the News Agency of Nigeria (NAN) in Abuja.

“I can confirm that Twitter has written the Federal Government that they are ready to talk.

“As we have always maintained, the door is not locked and we are open-minded but Twitter must work toward it,” he said.


The minister reiterated the government’s position that it would not tolerate any platform that would be used to destabilise the country.

Mohammed said among other conditions for Twitter to resume operation in Nigeria, there must be an agreement as to what contents it could post.

He said Twitter and other platforms must also register as a Nigerian company, obtain license from the National Broadcasting Commission(NBC) and be guided by the rules of the licensing as well as pay taxes.

According to the minister, regulation of social media platforms is becoming a global practice.

He said most countries were just waking up to the fact that the platforms were becoming more powerful than even government and needed to be regulated.

“Singapore, Algeria, Pakistan, Turkey regulate the social media, Australia has done so.

”Even EU that does not have particular laws on social media has made recommendations in a white paper,” he said.

The minister said that the UK initiated a new law which would make social media companies to be fined up to 18 million pounds (about N10.8 billion) if they failed to stamp out online abuses.

He said Google was fined 220 million Euros (about N110 billion) on June 7 by French Competition Regulator for abusing its dominance in the online advertising market in France.

Similarly, the minister said the Federal Cabinet of Pakistan had approved a new set of rules to regulate social media.

In the rules, according to the minister, companies such as Facebook, Twitter, YouTube and even TikTok were to register and open offices in Pakistan.

He said in compliance with the new online broadcasting rule of Turkey, Netflix and Amazon Prime Video had obtained licences from that country’s broadcasting authority.

Mohammed noted that regulation of social media was not synonymous with stifling press freedom.

“We must not confuse press freedom with irresponsibility.

“How can you stay in your country and allow your own platform to be used to propagate war in another country?

“The suspension of Twitter is to ensure that no particular platform is used to cause war in Nigeria.

“Secondly, to ensure that whoever is making money in Nigeria must be made to pay tax.

“Our appeal to Nigerians is that they should understand where we are coming from.

“We have no intention to stifle people’s freedom or to cut off the source of livelihood of anybody.

“There must be a country devoid of war before we can talk of freedom and a source of living,’’ he said.

NAN reports that the Federal Government on June 4 suspended indefinitely the operations of the microblogging and social networking service in Nigeria.

Mohammed, who announced the suspension, cited the persistent use of the platform for activities capable of undermining Nigeria’s corporate existence.

He said the Federal Government had also directed the NBC to immediately commence the process of licensing all Over the Top (OTT) and social media operations in the country.

NAN reports that OTT media service is offered directly to viewers through the internet. (NAN)

Nothing gives me joy like the way Nigeria ignored calls by the US to lift this ban. Aswearugad, I am proud to be from this country.

Every sane person knows the temporary ban of twitter is a step in the right direction. The bird app served more as the medium through which arsonists, fake activists, hoodlums, nihilists and never-do-wells coordinate attacks on our collective sweats than any other purpose it was created for.

Those who have put Jack in this mess keep saying he doesn't need Nigeria..but the guy keeps seeing the green-white-green flag in his dreams. This says a lot..so no need for long talks

You don't mess with Nigeria.. especially when Buhari is president!

Just look at the countries Chief Lai Mohammed mentioned.Well he's right afterall.With Buhari in power,we would be competing with Afghanistan as well...
Mr.Lai was clever by half by trying to squeeze in U.K into the picture.He would have also told us how Fulani terrorists are killing people in their thousands in U.K and the government of U.K conspicuously claiming ignorant in alliance with the media over there.
He should have also made reference of how the U.K & other developed countries' police and Army are killing innocent protesters and agitators and denying upandan.
He could have also reminded us how a sitting minister in U.K is also linked to ISIS & Bokoharam (Terrorist) & sharing the nation's data with ISIS & bokoharam to destroy the citizens of the country.
It would had made sense if he also reminded us on how all of a sudden the life of a cow is more valuable than the life of a human being in U.K and other civilized countries.
Lastly,Lai Mohammed should have concluded by sharing with us how U.K and other civilized countries banned cryptocurrency for the citizens while U.K government officials are trading crypto with the stolen billions of dollars that could have been used to develop U.K better.
Mr.Lai would be taken seriously when he makes reference to the U.K and other civilized countries in regards to these and many more.
I can't imagine a Biafra & Oduduwa without crypto, remaining so underdeveloped & tolerating reckless killings from fulani herdsmen Terrorists... Godforbid!

From a plain economical perspective reek of Politics and power play, the ban actually affects Twitter more than FG. The money they earn from ads alone in Nigeria makes a reasonable fraction of their income.

Moreso, Nigerians are one of the countries with highest number of content creator. Trends, memes, salvages, hashtags, activism. As a social media platform, the contents serve as the basis of discussion, and subsequently traffic.

FG on her part should compromise her stance. A simple, non politicised Memorandum of Understanding (MoU) should be signed with clear penalties for whichever party that defaults it.

Meanwhile, check my siggy.

Nice one. In the true sense, nobody wants Twitter to succeed more than those pointing out how biased it has handled issues that can undermine our national security. Those using Twitter to pit Twitter against Nigeria are the enemies of Twitter.Those using Twitter as a platform to rally their terrorists base to kill our patriots, behead them and burn down infrastructures built with tax payers money are the enemies of Twitter. Though used by others like Boko Haram and ISWAP, it was the IPOB terrorists leader,motivated by hatred and bigotry against other Nigerian tribes , who used just one tweet to bring down the years of toils and hardwork and toils of Jack. That is why we need to be reminded again that it doesn't take so much effort to destroy. Jack should do a better job on vetting the character of those he will leave his business to oversee here in Nigeria.
Twitter is a loss making company and it has to rethink its strategy. $1.14 billion loss, equivalent of N500 billion loss, even by US standard is huge! I pray they get out of the mess haters of Nigeria dragged them into. They should come and open physical office here in Nigeria, register with CAC, get a licence, hire our teeming youths and pay annual corporate tax to Nigeria.
