Armed men suspected to be herders, have launched an attack on the Kudi district of Bali Local Government Area of Taraba State, killing three persons.

Among the victims of the attack is the Mai-Angwan Tiv in Kundi district, Zaki Terzungwe Anjua who was dismembered by the herders.

The attack, as reported by Daily Post, occurred on Monday, barely a few hours to the northeast governors forum which is slated for Tuesday and Wednesday in Taraba state.

The victims of the attack are those who have just returned to the community from the Internally Displaced Persons (IDPs) camps following directives issued by the governor, Darius Ishaku.

Last month, Ishaku had urged all displaced persons from the Bali council to return to their communities and should be allowed access to their homes and farmlands.

The attackers were said to have taken over the village head’s farmland and killed him. This was to prevent the victim from drawing the attention of both the governor and security operatives as the governor had earlier warned persons who derive joy in confiscating IDPs' lands to desist or be visited with the long arm of the law.

An eyewitness, who is also related to the deceased village head, said the attackers in their numbers stormed their compound “and shot at our father before cutting him into pieces with cutlass alongside other two persons.”

The attack was also noticed to have occurred 48 hours after the Public Relations Officer of Miyetti Allah, Murtala Usman, told media practitioners that the crisis between the Fulani and Tiv in the Bali council had been resolved.

A senior staff member of the council said the attention of the council chairman and the security operatives had been drawn to the incident, adding that the perpetrators would soon be brought to justice.

What is the relevance of domestic crime in the USA to the insurgency in the NE

The Taliban have budget and access to finance that exceeds many states put together in Nigeria.

They make billions from illicit drugs they get $billions in funding from Qatar, indeed they have an Embassy of sorts in Doa.

In addition Pakistan has given huge amounts of military and infrastructure support to the Taliban and created a safe haven for them. You should know they share a common border.

Your post is more senseless because it is without substance and is not anchored anything beyond sentiment and prejudice based preference.

I will give one example of comparison efficacy between the USA and Nigeria.

Just one US citizen, Mr Philip Walton, not two or three or even hundreds of citizens. Was kidnapped by bandits ( militants to me) and taken to Sokoto state.

Within hours of his location being ascertained Seal team 6, night time mission, great stealth helicopters, drones, etc all kidnappers smoked and Philip was on his way home. That was right in our backyard.

Now compare the response of our security infrastructure to the almost daily kidnap of citizens in the North. We even descended to dialogue with militant bandits.

I rest my case.


Reality

Nato and Middle Eastern allies(About 40 countries shocked) with the latest of militery equipment burning through Trillions has failed to contain Al Qaeda, The Taliban in Iraq, Afghanistan etc. Insurgency has spread throughout the Middle East like Wildfire giving birth to even deadly groups like ISIS that even inhabit some of the wealthier Arab States like Saudi Arabia and Lebanon. They are now pulling out leaving these insurgents celebrating and attacking checkpoints/bases as we speak

Meanwhile in Nigeria BokoHarem/IWAP a group just as deadly as any of the other insurgents according to analysts has been contained to a single forest around a single lake in a single state out of 36 in the far reaches of the country away from 97% of the Nigerian population. With far less money spent, far less equipment & far less civilian casualties than the Middle East. All while funding troops abroad in Mali, Gambia, Guinea, Darfur, Southern Somalia etc.

Nobody here said that the Nigerian Armed Forces where on par with America or The Uk.

The House of Representatives has passed for second reading, a bill seeking to amend the 1999 Constitution to allow creation of state police and legalise regional security outfits.

The current police system will be decentralised by moving police from the Exclusive Legislative List to the Concurrent List.


Chairman of the House Committee on Judiciary, Onofiok Luke, who sponsored the bill, said in the explanatory note that the bill seeks to alter the Constitution “to provide for state police and other state government security services to enhance security and preservation of lives and properties in Nigeria”.

The bill especially proposes an amendment to Section 197(1) by inserting new Paragraphs ‘e’ and ‘f’ to provide for ‘State Police Council’ and ‘State Police Service Commission,’ respectively.

The Second Schedule to the Constitution will also be altered in Part I by deleting Item 45 from the Exclusive Legislative List; and in Part II by inserting after Item 30 on the Concurrent Legislative List, new Items 31 and 32.

The proposal reads, “(31) The National Assembly may make laws for the establishment of the federal police and other federal government security services;

“(32) A House of Assembly may make laws for the establishment of state police and other state government security services.”

The Third Schedule to the Constitution will also be altered by inserting new Paragraphs 9 to 12.

The new paragraphs read, “(9) A State Police Council shall comprise the following members: (a) the governor, who shall be the chairman; (b) the chairman of the State Police Service Commission; and (c) State Commissioner of Police.

“(10) The functions of a State Police Council shall include (a) the organisation and administration of a State Police Force and all other matters relating thereto (not being matters relating to the use and operational control of the Force or the appointment, disciplinary control and dismissal of members of the Force); (b) the general supervision of a State Police Force; and (c) advising the governor on the appointment of State Commissioner of Police.”

Leading debate on the bill, Luke said, “Many years after independence, Nigeria has continually been beset with insecurity ranging from terrorism, kidnapping, armed robbery and domestic violence. Granted that there is no society without crime or manifestation of criminal behaviour, our inability to bring to the barest minimum crime is a scathing indictment on the current security architecture and structure in the country.

“The federal structuring of our security does not encourage community policing or localisation of policing. Recruitment and subsequent deployment of police officers in their local area is one of the major ways of curbing crime. Such officers understand the area, terrain, language, behaviour and attitude of the people he or she is policing.

“Nigeria, a country with over 201 million people, is grossly under policed with about 400, 000 police personnel. This number falls far short of the United Nation’s recommendation of ratio 1 per 400 citizens.

“The Constitution envisages Nigeria as a federal state. Granting allowance to state governments to establish police force and other security apparatuses will bring Nigeria into original constitutional contemplation of a federal state.”

The Deputy Minority Leader, Toby Okechukwu, stated that creation of state police is long overdue with the current security crises across the country.

Okechukwu said, “This bill is germane. About an hour ago, we observed a minute silence for our people; for the citizens of Nigeria who were killed in Kaduna. In addition to that, my colleague, Hon Barde, also moved a motion to ensure the rescue of 140 pupils – children – who were going to school that were taken in Kaduna. We have had situations in this country that ordinarily, this issue of state police should have been addressed a long time ago.

“Good enough, the recurrence with which it appears and comes up in the efforts to alter the Constitution gives strength to the fact that it is needed. As a matter of fact, the Exclusive List needs to shed weight and if it is going to shed weight with regard to making our country more efficient and secure, the better we are for it.

“As a matter of fact, there is no state in this federation that does not run a security outfit. No state! Whether it is Amotekun or Hisbah or Vigilante or Ebube Agu, whichever name you call it, they all run it. But what character do they possess? What ingredients are they lacking? They are lacking the power to ordinarily bear arms and to arrest and prosecute.

“We need to occasion this; we need to bring it to the fore to solve the challenges we are having. We cannot be living and pretending that everything is okay. Nothing is okay. If 13 schools were closed in Kaduna, it is not a joke. We need to address this and address this seriously.”

The House had earlier on June 9, 2021, approved a bill to amend the 1999 Constitution to recognise security outfits created by states to complement the Nigeria Police Force in the effort to protect lives and property.

Sponsored by Anthony Afe from Delta State, the legislation is titled ‘A Bill for an Act to Alter the Provisions of the Constitution of the Federal Republic of Nigeria, 1999, to Give Legal Backing to State Security Outfit to Complement the Nigeria Police Force.’

Already, several states and geopolitical zones have established vigilante groups and security outfits with various codenames.

Lagos—A 14-foot container loaded with military camouflage uniforms and other suspected dangerous weapons has reportedly disappeared from Apapa Port, Lagos.


Already, the Commissioner of Police, Lagos Ports Command, Celestine Okoye, yesterday, directed his detectives to trace the location of the missing container and arrest both the importer and others connected with the importation within 24 hours.


The search for the container which came on the heels of wanton killings in the country by suspected herdsmen and kidnappers dressed in military camouflage has placed both the police and customs officials on a collision course after CP Okoye vowed to get to the root of the matter.

Vanguard learned that the container loaded with military camouflage uniforms and other dangerous items passed through the terminal operation at the Port last Friday but all efforts to block it by police detectives acting on intelligence information failed.


It was gathered that before the container disappeared from the port, policemen promptly informed the Commissioner of the move and he swiftly gave directives through a letter, that it should not be cleared pending thorough checks.

However, according to sources, after receiving the letter, Port officials at the terminal allegedly cleared the container claiming later that they contacted Marine Police before clearing the container. They alleged that the container had already left the Port before they received the letter from Police.


Piqued by this development, CP Okoye, reportedly contacted his counterpart at the Marine, who denied knowledge of the clearance.

Based on this development, sources said, the CP directed his men to get all facts relating to the container including the identity of the importer and those involved in its illegal clearance within 24 hours.

Vanguard gathered that the police bent on recovering the container, rounded up all those involved in its importation on suspicion that they might be the gang that masterminded the importation of dangerous weapons seized at the Port, not long ago.

According to the source: “All the officials at the Port involved in the deal are feeding fat on this and they believe that nobody can stop them from doing this dirty and dangerous business. Their dirty deal is what is contributing to the presence of dangerous weapons including the AK47 being used by herdsmen and deadly kidnappers.”
