It can be used for tuition and educational related payment like your accommodation only if the school is in charge of your accommodation. But for a third-party accommodation arrangement, No! it can't work.

He already has an MBA also he applied to NBCC but on a waiting list

Note, his current job is related to supply chain

I sent with web form. Although in the ircc website it's written that if you're doing upfront after applying, you don't need to do anything after the exams.
