Yes the shortlisted candidates will be those that meet the requirements. That is the first stage, the second stage might be either aptitude test if there will be any or straight to face the board where presented credentials will be scrutinized.
Moreover the present CG is a no nonsense man, those resident in Kaduna know what's up. I won't be surprised if Col Hamid Ali aka Benjamin Netanyahu will not even lobby for his own son if he is an applicant, the man integrity no be here.

They check both.
But they calculate your age as at 2019 when the application process started

With what I saw today, I don't think so. They're doing this strictly based on merit.
Unless the CG has another plan.

Exactly ! I am not saying there won't be some mishaps but an open recruitment that has attracted attention due to its delay would be difficult for any incidence of massive corruption. In a closed recruitment ,I would believe.
