Judging from landmass, your assertions are wrong.. there is no written rule that every geopolitical zone must have same number of states.
It's only in Nigeria and your head, that states are being created base on landmass. Every sane fellow out there knows that states are created base on population and the need to deepen Democratic dividends to the grassroots.
