This, I believe is for mobile data (I.e., like mtn, glo etc). However, many countries don't rely on mobile data as Nigeria does.

Internet access in developed countries are cable-based hence more use of Wifi than actual data subscriptions on mobile devices.

Secondly, the currency conversion is an issue. Our ISPs spends in Naira hence the costs of in Naira should appear cheaper when converted to dollars.
