She should login to her apple account and mark the phone as stolen lost. If you really want it retrieved you can get police involved but dem go collect you Sha. The real problem is that iPhones are difficult to sell complete. The thieves may have sold it off to people who will balkanise the phone for parts, which are often more expensive than the complete phone itself

You can't be using a phone above 200k and be using public transport. Unless you are extremely careful. That's you would hide your phone in public and only use it at home or in the office. Otherwise you would likely be followed if you make or receive a call with that phone elsewhere.

No point trying to track it. You can only track the iPhone if there’s an internet connection in it which i am sure the thief must have put off the phone. Those people stealing iPhones are not actually planning to use it, because there’s iCloud in it and it cannot be bypassed(most especially from iPhone 11 and later). What they do is sell the parts.
