Actually you use radar to shoot down satellites.
Radar is used to lock on the satellite.
Satellites makes navigation easier. It helps reduce the CEP (circular error probable) of a ballistic missile.
This does not mean ballistic missiles cannot work in the absence of satellites ie gps in the case of the US and glosnas in Russia. They can use inertia navigation which makes use of computers, gyroscopes, accelerometers and other motion sensors. etc.
The issue is the US has invested so much in making their equipments highly reliant on GPS. The Russians also but not as much.
