The Nigerians can't do much if there is no commitment from the presidency. It starts from the electoral bill , the transmission of results to declaration of results and the legal battles . If the presidency, the electoral agency and agents and security agencies commit to supporting a free and fair election then the Nigerians will go and vote and make sure their votes count. And not the other way around.
