Yes thats what it means.
As for duration, not certain as we have people here who have been on eligibility review for a month or 2 and no decision yet

Yes and you can send the certificate afterwards before a decision is made on your app if u still choose to include it

Yes. Is not mandatory even though people use it. Many didn't use it and they got their PPR. But if securing one is easy for you, why not add it.

Many applicants here have applied and gotten their Visas without submitting it..

Yes, I didn't submit it and I got approved.
I got same info from someone that got approved in Oct 2020 without it and Frankrobbn also confirmed it.

At least your first year tuition fees and $10,000cad living expenses or more if available.

Not all schools require wes.

Try university of Manitoba
Regina university
Memorial university

The naira debit cards are not allowed to make international payments of more than $100. I think that has changed thoughbut if its still declining, thats the reason why. Try other cards, if it doesnt work. I can help you pay but I sell at a rate of 470 to $1CAD.

Please go through the thread and you will find all relevant documents you will require for your application. You are to also note that you will need to show an extra $5000cad in you account for each child you are taking with you.
