She can apply while in Canada, but her application will be processed outside Canada just like other applicants unless she meets the criteria for in-Canada processing. Explore those criteria because it is more effortless to get a study permit approved from within Canada.

You need to send email and webform to them always so they can send you your ppr.

On my case I get my ppr the following day my medical was passed.

The reasons for your study visa denial are listed below.
* Large unexplained lump sum deposits.
* Your relationship with your sponsor is not clearly defined.
Address this issues and re-apply then you are good to go .

There were lump sum deposit made into the account statement you provided. You should have explained those lump sums with proofs like receipts etc.
I guess you are using a third party sponsor, you have to proof relationship with him, if possible family pictures, previous receipts where he paid your fees in the past or such commitments, a written note explain why he's interested in your study progression
Also you should pay tuition fees and he should send the living expenses (10kCAD) to your own personal account.

Explain the relationship between you and your sponsor with documents like birth certificate,marriage certificate or an affidavit clearly stating his reasons for wanting to sponsor you

Explain why he would want to sponsor your education abroad
Explain the lump sum in his account backing it up with receipts and documents if need be
Upload his payslips,employment letter, tax clearance etc to further establish source of fund

Let him pay your tuition fee to show commitment
Let him get a GIC for you to show availability of fund.

This is quiet straight forward and easy to tackle..

The major concerns of the Visa officer was that you had a lump sum in your Statement of account which wasn't explained, you failed to demonstrate your relationship with your sponsor, I assume your sponsor is a 3rd party sponsor.. Your sponsor failed to show commitment to your studies and living expenses.

Now, having a lump sum in an account isn't a problem at all, but not explaining how the said amount dropped in your account is the problem, so in your next application, you will need to explain in details the reason and purpose of the lump sum..

Secondly, you will need to proof your relationship with your sponsor.. If the said sponsor has sponsored you before for any educational pursuit , then that will be a very good tool. Also he or she will have to show total commitment to your studies and living expenses all through your stay in Canada. Let the Visa officer see that these funds declared will actually be available for your studies.. If you haven't paid your school fees, at least the 1st year, in your next application, please do.. Break down how you gonna use the declared funds for the purpose of your studies and living expenses all through your stay in Canada...

That post containing email addresses was structured by Makano, he/she took pains to collect the relevant IRCC emails that most likely handle applications from NGA, so it is only proper to accord him the necessary credit. I am sure if anyone just posts the emails without the structure that Makano has given them, he won't raise any issues.
At least he did some research to streamline the emails addresses, which has made it easier for most of us to use. If anyone is to quote the exact post on IRCC emails that he made, then they should give him the credit.
