That's because in order to get a refinery at home, subsidy on PMS has to go first.

Same problem his predecessor had. Signed an agreement to build 3 refineries with the chinese, which were not built because subsidy was not removed completely.

If subsidy does not go, the refineries cannot operate profitably. Had we removed subsidy in 2012 or 2015 or 1993 we would have had refineries galore.

But everytime subsidy removal has been suggested, people come on the street and cry poverty. People threaten to come on the street and cry poverty. So, subsides remain, and investors keep out.

At the end, someone had to take an unpopular but good decision, but no...

Not people.... politicians with ulterior motives like buhari did in 2012.

and if that is what they have been doing then why are they crying foul that they will increase the prices of the product?

Because after sometime, it becomes expensive to maintain subsides at a certain level

So a decision is taken to either remove subsidy fully (which most people don't want) or remove it partially (done several times over the last 40-45 years).

One of the key reasons I believed Buhari in 2015 is when he promised along side with TINUBU that our refineries will come back to function as from 2017 ........
He after making himself the Petroleum Minister also gave me more energy to follow on hoping he is a no nonsense man and will take the bull by the horn , changing things that were wrongly done.

But what do we have here in 2022? A failed confused Government who has no blue print for the country when they came into power in 2015.

More like...politicans like Buhari took advantage of the people's anger in 2012 to ride to power on opposition to subsidy removal.

The truth is , most Nigerians oppose subsidy removal. Even me, I opposed it till my eyes were opened in January 2012. And I understood some stuff.

But, as you can see on nairaland, and even outside this site...suggest subsidy removal, and people will abuse you, call you Buhari supporter, curse you, accuse you of propaganda, etc etc....because you want the poor to suffer.

As if the poor are not suffering from the resulting budget deficits that come from increasing subsidy costs.

This country is in a mess. When Jonathan was president and the APC people were saying PDP was not borrowing this much because of high price of Crude oil. Now they have high price of crude oil. They want to kill us with high price of Fuel and Diesel. During PDP'S time of crude oil prices, Fuel was N86 diesel was N120 this APC government is the worst government economically. There is literally nothing good about them .

Crude Oil Price: MAN Warns Of Hyper Inflation, Subsidy Hits N400, Diesel, 625

The rising prices of crude since the Russia-Ukraine war began, coupled with exchange rate instability in Nigeria, among others, have pushed up the prices of refined petroleum products across the country, according to findings by The PUNCH.

What a shame that we are APC is still talking about subsidy after claiming it was a scam and the most annoying thing is that they couldn't fix just one of our refinery for 7 years. APC said they are borrowing cost of low cost of crude oil and now the price is high and they want to kills Nigerians with high price and still complaining of paying excess money on fuel subsidy they called scam. APC just wasted of 8 of this great country and it will takes up to 10 years to correct the harm done to this country by APC.

Which is what we have been doing for decades, and which has led to us ending up eventually having deficits in the budget.

Plus it is getting to a point where the debt incurred from our years of low oil price is being paid back as well

Finally, subsidy costs are rising. Nigeria needs more money for things like health, educaiton, sports, transport, etc. Why should we spend more money on subsidy instead of those other things?

I say it again. The Solution is Simple.

Government should build new Refineries.

And don't depend on Private individuals to build. Because they won't. It pays to Import than to Produce.

Okay here is how subsidy works in principle.

Fuel as at 3 days ago, cost N330 to bring in. We sell that fuel at N162, the money paid to cover the resulting loss is called the subsidy.

The problem is, we refine all our fuel abroad because refineries are in a bad state...and even if they were not, we would have to import some fuel

Why we refine our fuel abroad is simple...when we had refineries, initially, they were allowed to sell fuel at a profit, and then government paid part of the costs...that was the subsidy then

Then from the late 1980's, government started making the refineries sell fuel below their production cost...which meant they started losing money...but then government paid them a subsidy to cover the loss. Naturally, rising costs meant that the subsidy could not cover the whole thing...which led to our refineries breaking down and by 2011, producing 6million liters of fuel a day., down from the over 20 million they were capable of. Sabotage and corruption did the rest of the job.....because the refineries were dependent onsubsidy to survive, not profit.

So, we started importing fuel, and selling it below the production cost. Intially, NNPC was one of several importers. The number of importers kept on growing until we had a large number of them...which led to subsidy costs rising, and a lot of corruption...people making false subsidy claims on fuel not imported...till Bubu made NNPC the sole importer.

Also, to keep fuel below the production cost, we refine crude in substandard refineries abroad. That keeps subsidy costs low, but leaves us at risk of bad fuel, and even then, PMS in this country is very dirty.

So, that;s it in a nutshell.

Basically, in order to ensure cheap fuel, we sell it at a loss, and pay a subsidy to cover the loss...

Just know that as long as Nigeria is not refining the oil in her backyard, low or high crude oil price is bad news.

8 years of Buhari. Yet no single fully functional refinery contrary to his promises.

Wow. I have never had a better insight to how the petroleum industry works. I really appreciate you sir. Thank you
But from this explanation, if subsidy is removed, will it not occasion Nigeria with an inflation that will have no cushioned effect because we do not produce any other thing than crude.

Our politicians are extremely corrupt, because with all you said, it would still make sense to have a refinery at home and pay them the subsidy.

I don't support subsidy either, but if we have been paying subsidy, why pay it to a foreign country?

When it comes to paying subsidy to the white man country, their money will always be complete, but when it comes to paying subsidy for our own refineries, that is when they will tell you that their money is not complete, because it seems they would rather deal in dollars.

Also, if subsidy is removed in its entirety, then shouldn't minimum wage be raised?

Lastly, the NNPC could have a subsidy to benefit Nigerians while other companies sell at market price. So for instance, you would have an NNPC mega station selling at N165, while you would have the others like Total, Shell and so on selling at the prevailing market price, maybe N300. So the people can decide to form long queues at NNPC mega station or if they are in a hurry, go in to buy without a queue at the other stations.

We are not the only country that subsidised petroleum products, the UAE , Bahrain, etc subsidize products BUT have functional refineries that refine crude.

UAE has about 15 million people, and produces 2.4 million barrels of crude a day
Bahrain has less than 3 million poeple, and produces 1.6 million barrels of crude per day

As such they can fund their refineries, fund subsidy and have enough left over.

Nigeria has 211 million people and now produces 1.6 million barrels of crude a day. We can't fund subsidy without going into debt, and we don't have enough left over for refineries...in a way, we are using money for refining to subsidse fuel.

Until the govt can refine petroleum products locally subsidy should continue

At the end, we end up going into debt to pay for subsides, plus we need to remove subsidy to attract investment..

Do you know graduates still earn ₦40,000 per month in certain quarters? Do you know what removal of subsidy will do? End sars will be child's play, the govt will give the populace a common enemy.

Do you know that we need to borrow at least 3 trillion naira., if not more to meet subsidy demands this year? Do you know that we have been borrowing for years to meet up subsidy demands.? Who pays the debt, if not the poor graduates who earn N40000 yearly...plus in a way, we are in that position because subsidy means no investment, no jobs directly and indirectly., no extra money.

We are not paying subsidy to a white man's country.

What we do is import fuel ....that we refine in bad refineries abroad to keep subsidy costs down....refined from our crude, and make NNPC sell it at a loss to keep it cheap

Subsidy money then goes to NNPC to cover its losses from importing fuel at N330 and selling it at N162.

Problem is, as cost of refining fuel goes up, the cost of the subsidy goes up.

We keep costs low by refining in substandard refineries, and 'swapping' fuel for crude..otherwise our subsidy costs would be much higher than it is.

That still does not make things better.

As for domestic refining...the threat of subsidy is what keeps out most people from refining. If government is setting your price, you won't get return on investments. Banks won't lend to you for your refinery. (Dangote can build his own, because if he does not pay back the money, the banks take over his other lucrative investments to pay themsevles back)
