They have no remit too, no legality too, no legitimacy too. NATO have been looking into changing their remit, to allow them to preemptively act, and even to act in a preventative way, but as yet nothing has been agreed or put into place to allow them legally to act in that way. They are currently purely a defensive organisation, who can only retaliate once they have been directly attacked. If NATO does not act pre-emptively, it will be too late not just for Ukraine, but for others.

Who told you that, Russia a second world nation. Military technology aside, their economy may not be stellar at par, from what you said here it shows you know nothing about world history. You are calling a nation to put the first man and satellite in space a second world nation. Do you even know the criteria for classifying a country as a world power in international politics. Don't let Hollywood films get to your head. It was Russia that always put the United States on it's toes in order to explore more technological advances. It was Russia's influence in Eastern Europe that triggered the project known as the Star wars Defense Initiative. If not for countries like Russia , United States will not be what it is today. In terms of space technology, the Russians were the pioneers, so don't compare with Russia with any country, it is like comparing the ground to the skies.
