Using Nicaragua as a comparison is a very low yardstick, and there's a reason the Africans you mention are living there do business, it is because there are not many other opportunities for them there so they have to focus on business.

It all depends on what the person going is after.

Countries like Bolivia is not a good country to be an illegal immigrant especially as a black man, and I don't see how Nigerians will qualify to migrate to Bolivia to live and work legally.
