Yes they work. Vpn has levels not just IP address. A whole hardware can be spoofed not even the FBI will find it. The mostly need legal processes to request records from the host companies. Smart attackers relay multi layers to extend investigation time so they pull their loots.

I have seen attacker deliberately leave clues to send law enforcement on goose chase, while the attacker has time to conclude their deals. They will be found but very late.
Even companies that claim not to keep logs can respond to court orders and start logging. That is it the attacker is foolish enough to use same servers more than once.
