google the company name you will find reviews pointing out they are a scam/shady. They will only take your money. You cannot apply for Canada permanent residency unless you meet the requirements and have the required documents to open an account with them. You need ielts and eca( evaluation of credentials to be able to open an account with Canada immigration itself.
