Buhari is elected by the people. Boris Johnson is not. It's Boris Johnson's party that is elected by the people, not the Prime Minister per se.

In Parliamentary system, people elect their local representatives (members of Parliament) and the party with most MPs then send forth their Party Leader to be the Prime Minister. Which means the Prime Minister serves at the pleasure of his party MPs and they can change him or put pressure on him to resign anytime they wish

That's why Parliamentary systems like Italy, Israel, Japan, UK can and do change Prime Minister every 6 months and nothing will happen. I like Parliamentary system, it checks any rogue Executive excess.
