During the Biafra war after months of fighting the supply of food to Biafra was restrcicted by the Nigerian government headed by Gowon.
There is argument about the details but what is not in doubt is that Biafra did not have the means to feed itself and was reliant on food supplies that passed through Nigeria.
There was some dispute between Nigeria and Biafra's Ojukwu about the flow of food.

The Ney York times reports

The Biafrans, meanwhile, rejected proposals that would have opened a land corridor into their enclave; they feared that the Nigerians would use it to invade. Biafra also rejected plans that would have let the Nigerians inspect food shipments, so that no arms slipped through; the Biafrans said they feared being poisoned by their tribal enemies.

So there was a stalemate.
The Nigerian side took the position that Biafra remained a part of Nigeria and was an internal matter so it would not allow third parties to bring in material without its consent. It feared that weapons could be supplied disguised as food.

At the start of the war there was no problem but as it got prolonged the Nigerian side raised the stakes ,stopped the flow of food which they argued was going first to the soldiers and not the vulnerable. Once the policy kicked in the war did not last for much longer and the Nigerian side was victorious

In the commentary after the war, long after Awolowo's death. Achebe wrote to blame Awolowo for this stating his belief that

"It is my impression that Chief Obafemi
Awolowo was driven by an overriding ambition for power, for himself in
particular and for the advancement of his Yoruba people in
general...Awolowo saw the dominant Igbos at the time as the obstacles to
that goal, and when the opportunity arose-the Nigeria-Biafra War-his
ambition drove him into a frenzy to go to every length to achieve his
dreams...a diabolical policy to reduce the numbers of his enemies
significantly through starvation-eliminating over two million people


According to Achebe Igbo were dominant and Awolowo decided to starve them so that the Yoruba can advance?


This belief is at the core of the psychology of virtually every Ibo person I know.
Before the war they believe they were the dominant force in Nigeria and they were taken down by Awolowo and the Yoruba.
It is their fervent hope and belief that one day they will get revenge and make the Yoruba suffer like they did.

Well on starvation , I guess the lesson should be if you are going to war next time. Make arrangements for what you will eat. It is foolish to expect your enemies to feed you
I sincerely hope that IPOB DO NOT FORGET THIS MESSAGE
I hope they will not be begging for food when Kasala bursts so that Buhari's dot in a circle prophesy is not fulfilled
My opinion. Was Nigeria right to stop the flow of food after several months of fighting? Nigeria should never have allowed it in the first place.

Starvation should never be use as a weapon in warfare. The word that all is fair in love and war is quite demonic as it tends to justify unacceptable behaviour

If starvation is a legitimate weapon of war why are legitimate militarimilitaries not using it in Russia Ukraine war , why was it not used in the Iraq war , why is it always rogue and inept militaries that would always use it against women and children.
The same military has been routed and routinely vanguished by Boko Haram and Fulani bandits but will go about setting ablaze the houses and businesses of innocent people in the east.

Achebe was a great writer, but whenever he talked Biafra, he seemed to lost it.
