You're right but no president ever make real effort to restructure the country. Some part of the country are scared of restructuring but if a president shows them the benefits of restructuring, they will fall in line. It's hard for governors, legislative arm to go against widely held public opinion and all Nigeria need is a president that will sell the benefits of restructuring to every geopolitical zones
