I don't know. I think that's the way God has programmed it. The human spirits would keep roaming the earth until probably when God wants to do anything with them. The most important thing is that they should R.I.P. so that they won't disturb the living or their love ones. However, their souls(which is just like the spirits) has gone to where God has destined them to go.
