As a former INEC AD-HOC staff with registration experience, I will pass the blame to the National Identity Card Agency. In my own experience, I rejected underage voters in the north but I couldn't do anything when they all came with National IDs showing they are 18+ years as requested by INEC.

Nigeria is just a joke. Look at the attached picture. Was the INEC staff registering this kid in his dream. This is not a case of old passport because the registration is done with live picture capture.

Surprisingly, this kid's registration was valid meanwhile millions of registrants in SS and SE were invalidated by this same INEC.
