bro are we talking about a standard highway here or just some cul de sec or estate street because the loading and traffic the pavement will encounter is taken into design, then if it requires a bridge that will drive the cost further so yes 700m or even more than that. Is the tank surface or underground tank?

Option 1 Surface Ground tank
If it is surface tank, you need regular cleaning of the tank because the purpose of the reservoir is to allow water to settle before transferring it to overhead water tank. There will be some particles after treating the water. Also, you need to introduce filter as well.

Option 2 Underground Tank
If it is underground water tank you should have less particle of sand. You need to leave like 300mm (i.e minimum of one foot) between the pipe taking the water to overhead tank and the base of the underground tank. Also, make sure your plumber fix foot valve the water taking water to overhead. Regular washing is also required.
