the CBN knows what its doing . The new notes will be mopped up overnight if released into circulation just like that. They've printed enough. See what happens after the deadline given. I couldn't withdraw money on Saturday because first bank said they had only old notes, hence their refusal to load their ATMs while POS refused to pay only new ones! Emefiele is not insisting on the January 31st deadline because he wants to frustrate politicians from buying votes. No one appointed by any government will fight against the interest of that government.
