Forex reserves are not assets of the government
If the government sells oil and receive s dollars
It exchanges them for naira with the CBN.The dollars thenceforth belong to the CBN which has issued naira that the government then spends into the economy
That naira is CBN DEBT. Those holding naira are creditors of the CBN
Securitized by the reserves and that is why defending the naira simply means selling dollars by the CBN to redeem its debt.

There is a fundamental difference from Excess crude account which belong to government

Soft loans and grants, especially for MSMEs are the greatest poverty killer in these developing world.

It's not flyovers and bridges. It's capital.

Capital for small businesses. That is the only way to kill poverty at the micro level in Nigeria.
Soft loans and grants are the best way that govts all over the world reduce the poverty.

Nigeria has largest number of poor people in the world.
More poor people than even India.

Small business is the solution to national poverty.

Talking down on loans shows that you don't know the greatest need of your country and how to solve it.

After doing the needful, what is left is supposed to be saved...depicting accountability and transparency.

To those people, spending d residual funds would be an avenue for them to steal and siphon...not that they have a better goals to achieve.

If Nigeria foreign reserve is $40billion ,it actually means Nigeria has a savings of $40billions in other nation currency . It could be $,€ or £ , depending on the common acceptable currency of the world.
So if the country decided to take out of her foreign reserve it means , the country is not saving instead the country is spending out of it. It could be any means of spending either to pay off foreign contractor or foreign debt.. so the guy you quoted as wrong is right , if he say Nigeria has a savings in form of foreign reserve..

. Is this something you read about somewhere or that you have practical experience of? E.g do you know what currency swaps are or any technical knowledge of the management of reserves e.g working in a firm that warehouses or processes. Foreign reserves?

Do you understand the meaning of that in the context of Foreign reserves and exchange rates?

The foreign reserves are a signal.to foreign investors that they can get their money out with ease. Without foreign reserves,naira is paper. And the CBN is obliged to sell those dollars in exchange for its. Paper the naira at its. Official rate.
