It's very common wether in English or pidgin. Especially from strangers.
"Sorry, whats the time now"
"Sorry, When will the church close"
"Abeg no vex, i fit see small thing from your hand"

Every Nigerian is angry in their default mode. So the best way to get assistance is to say " abeg no vex" before you ask your question.

This is not a Nigerian thing although the "sorry" word is common with Nigerians. People of other countries use "Pardon me or Excuse me" or their native language. This is done because most times you interrupt people's thoughts when you speak to them first or you stop them in their tracks to ask these questions.

I can tell you straight away that many whites say "Sorry" before asking a question just as often, since it implies the longer form "Sorry to disturb you, but [insert question]", and that way too many parents do not listen to their children at all here in the West.
