You still don't get the point of argument.
Lagos exists as capital and financial hub of Nigeria before emergence of Tinubu in 1999. If Anambra was made capital city of Nigeria, same thing happening in Lagos today would have been happening in Anambra state.

If you say Tinubu made Lagos with only 8 year as governor, it means other governors and administrators of Lagos state, from 1970 to 1999 did nothing.
