The Federal Government, 36 States, the Federal Capital Territory (FCT) and 774 Local Government Areas of the country, shared N722.677 billion in February as allocated by the Federation Account Allocation Committee (FAAC).


This was contained in a communiqué issued at the end of the Federation Account Allocation Committee (FAAC) meeting for March 2023 in Abuja yesterday.

The N722.677 billion total distributable revenue comprised distributable statutory revenue of N366.800 billion, distributable Value Added Tax (VAT) revenue of N224.232 billion, Electronic Money Transfer Levy(EMTL) of N11.645 billion and N120.000 billion Augmentation from Forex Equalisation Account.

In February 2023,, the total deductions for cost of collection was N27.449 billion and total deductions for transfers, savings, recoveries and refunds was N109.909 billion.


The balance in the Excess Crude Account (ECA) was $473,754.57

The communiqué confirmed that from the total distributable revenue of N722.677 billion; the Federal Government received N269.063 billion, the State Governments received N236.464 billion and the Local Government Councils received N173.936 billion. A total sum of N43.214 billion was shared to the relevant States as 13 per cent derivation revenue.

Gross statutory revenue of N487.106 billion was received for the month of February 2023. This was lower than the sum of N653.704 billion received in the previous month by N166.598 billion.

From the N366.800 billion distributable statutory revenue, the Federal Government received N178.683 billion, the State Governments received N90.630 billion and the Local Government Councils received N69.872 billion. The sum of N27.614 billion was shared to the relevant States as 13 per cent derivation revenue.


For the month of February 2023,, the gross revenue available from the Value Added Tax (VAT) was N240.799 billion This was lower than the N250.009 billion available in the month of January 2023 by N9.210 billion.

The Federal Government received N33.635 billion, the State Governments received N112.116 billion and the Local Government Councils received N78.481 billion from the N224.232 billion distributable Value Added Tax (VAT) revenue.


The N11.645 billion Electronic Money Transfer Levy (EMTL) was distributed as follows: the Federal Government received N1.747 billion, the State Governments received N5.822 billion, the Local Government Councils received N4.076 billion.

From the N120 billion Augmentation, the Federal Government received N54.998 billion, the State Governments received N27.896 billion, the Local Government Councils received N21.506 billion and a total sum of N15.600 billion was shared to the relevant States as 13 per cent mineral revenue.

According to the communiqué, in the month of February 2023, Petroleum Profit Tax (PPT), Companies Income Tax (CIT), Oil and Gas Royalties, Import and Excise Duties all decreased significantly while Value Added Tax (VAT) and Electronic Money Transfer Levy (EMTL) decreased marginally.

Comrade Mangtu Bala said he earns almost N200,000 on Level 14. He knows he is fortunate.

“I am on Grade Level 14 and my salary is close to N200,000. This is not commensurable with other profession but our union has been trying to see that we are remunerated reasonably compared to other professions to cope with the standard of living in Abuja. I will not want to go to any state to teach because the state governments are not paying up to half of what we are collecting here,” he said.

Adamu Sehidu who earns N97,000 is seeking better allowances.

He said: “The celebration is a thing of joy, but the painful aspect is that teachers are not appreciated the way they should. But, we thank God things are improving gradually. I pray we get there. I am on Level 13 earning N97,000. The most painful thing in FCT is that teachers who go on transfer do not enjoy transfer allowance. No study leave to upgrade knowledge in FCT. I cannot go out of FCT.”

Comrade Adamu Adamu, an FCT teacher, condemned the discriminatory salary structure in various states.

He said: “I am on Level 12 and the salary is encouraging. With the present reform of President Goodluck Jonathan, workers nationwide are supposed to earn the same salary and if that is in place it will further encourage any teacher to work anywhere.”

Teachers in Rivers State are happy with Governor Chibuike Amaechi. On coming into office in 2007, he declared a state of emergency in education. On the advice of stakeholders, the state government took over the payment of teacher’s salaries from councils and set about re-building primary and secondary schools.

Before teachers’ salaries were paid irregularly, since Amaechi took over, the teachers are no longer told to expect their rewards in heaven. They are always smiling home with regular salaries.

Teachers were reluctant to comment on their salaries for fear of sack. However, it was gathered that those on Level 8 earn about N61,525; Level 9, N80,000, Level 10, between N89,000 and N96,000, and Level 12, between N98,000 and N138,000.

With the amounts they receive, teachers in Rivers State said they would not trade places with those in other states.

“The reason is, despite whatever we are paid, it is very regular. The government is urging all of us to professionalise by obtaining qualifications like NCE or post graduate diploma in education”, said a teacher.

No matter, how e dey rush for our blood,, let's calm down. Allow the the promotion letters to roll out and from there, we will know our new level.
The amount will be known, once our "knew" level/step is known.

Understand the quote before commenting very important. Did Rivers state government not add #10,000 to your previous salary as minimum wage?. Minus #10,000 from your salary and compare with the quote made by (our senior colleague) a teacher in 2012 world teachers' day, on various salary received by Rivers state teacher of different grade, is it not almost the same salary you are currently receiving after deduction of your pension?.

For me, if you are not enroll into the pension scheme, don't force it. Pension is dead in Rivers state as far as Government is not doing their part neither is ready to comply.
Whatever you contribute into your pension scheme is like saving made by you for the future(EXCEPT Government start)
You may not have access to it later except the pension law too is revised.

..the old teachers that have retired and those that will retire up to 2026...are still under the old pension scheme... what ever they contributed as pension(was deducted by (FCMB) was /will refunded back to them ..also if the government contributed they will also be refunded ...then Government will use the old method to pay them their pension and gratuities.

If your salary is currently higher than those of the same grade level and step with you, that mean you are not yet on pension scheme, but if it is same, you are on pension scheme. Therefore, you need to send mail to FCMB, requesting for your pension pin, username and password to log in and view your pension account.

If you have not started contributing your pension, my advice to you is, try to process your pension form, and make sure it works this time, whether government contribute their own or not, your money still remain your money. It's better now to be on the safer side.

Rivers State Enacted Pension Reform Law in 2009. The law was amended in 2012, repealed and re-enacted in 2019 with the transition period extended to 2022, in September 2022 to further extend the transistion period to July 2025.
The outcome:
• Established the Rivers State Pension Board to oversee the implementation of the CPS in the State.
• The State registered its employees with Pension Fund Administrators.
• The State commenced the remittance of 7.5% employer and 7.5% employee pension contributions in accordance with the provisions of Section 3 of the State Law.
However, remittances were suspended in 2019 after the enactment of the 2019 Law.
The State re-commenced the deductions and remittance of only employee pension contributions. The contributions made under the repealed law are now being refunded.
• Opened a Retirement Benefits Bond Redemption Fund Account with a PFA, in line with the State Pension Law.
• The Rivers State Government conducted actuarial valuation in 2009. However the actuarial valuation needs to be revalidated following the enactment of the 2019 Law.
Till date, the state is;
• Yet to commence funding of the Retirement Benefits Bond Redemption Fund Account.
• Yet to institute a Group Life Insurance Policy.

First condition is 25% of acrued as lumpsum with the rest spread for life.
Accrued comes from EE and ER payment.

Yes o I was informed that our April salary will come with the promotion package. By the time the new governor will take over in may, all the civil servants can testify of their promotions.In all let's be hopeful and prayerful. Though it has tarried, it will surely come.Doubt no more!

You can't be talking of arrear, when your promotion have not been effected.

Him ask her why Labour no hold Amaechi to pay him own share of the arrears before him own tenure end.
