Per Capita is a poor calculation because it calculates it by total value not be the number of poor people.

Like the yoruba say about the single wealthy man amongst 6 poor people, they are inevitably all poor.

I think the stat is also not adequately representative because the SE has a very small land mass so the density of poor people would be high per Sq.Mile compared to areas of lower density but higher total population like the NW and NC.
